About the Position: This position is responsible for administering the total budget, including all phases of program planning and analysis. Determines funding requirements and establishes priorities, provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget.
Duties
Review budget estimates submitted by program managers for compliance with rules, regulations, and procedures.
Analyze budgetary regulations and/or policies in order to determine the overall impact on the organization.
Ensure managers maintain adequate funding levels and controls throughout the year, establish audit trails, generates reports and/or budget updates.
Utilize automated financial program systems such as General Funds Enterprise Business System (GFEBS) to accomplish assigned budgetary work.
Develop written instructions detailing the preparation of budget estimates and reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires Temporary Duty business travel (TDY) approximately 10% of the time.
- This is a Financial Management Level 2 Certified position; incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes analyzing financial and/or budgetary data; and developing recommendations for financial and/or budgetary actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, finance, business, statistics or management. (Note: You must attach a copy of your transcripts.)
OR,
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

Education
