About the Position: Serves as Realty Specialist for the Real Estate Division's management, disposal, and in-leasing responsibilities in the Caribbean area of responsibility. Plans and manages assigned activities by scheduling, setting priorities, and adjusting as needed to assure timely completion of required work. Keeps abreast of the multiple pertinent laws, policies, and regulatory guidance.
Duties
Responsible for the acquisition of lands, buildings, and other real property via in-leasing authorities to support of the civil and military requirements within the District’s AOR.
Responsible for continual and accurate data input and updates in the Real Estate Management Information System (REMIS) and Recruiting Facilities Management Information System (RFMIS).
Prepares complete and accurate out-grant packages for Real Estate Contracting Officer (RECO) signature.
Contacts outgrant users and lessors to discuss real estate requirements, schedules, and funding, and continually engages to ensure a positive working relationship with both.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess and maintain valid a driver's license for the Commonwealth of Puerto Rico.
- Overnight travel up to 35% or less is required.

For GS-11:Specialized Experience: One year of specialized experience which includes 1) utilizing knowledge of a wide range of real estate principles, policies, and methodologies to perform property management and disposal functions, real property accountability, inventory investigations, audit functions and related functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business/Public Management, Real Estate, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For GS-12:Specialized Experience: One year of specialized experience which includes 1) performing property management and disposal functions, real property accountability, inventory investigations, audit functions and related functions; 2) negotiating terms of out-grants, other similar real estate contracts, and comparable authorizing documents; 3) ability to research, evaluate, and act upon information furnished in land ownership claims and property utilization requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education
