The primary purpose of this position is: To serve as a Licensed Professional Counselor providing independent primary and secondary intervention services within both operational Department of the Air Force (DAF) units and Military Treatment Facilities (MTFs).
Duties
Conducts psycho-diagnostic assessments and provides evidence-based psychotherapy services.
Observes and participates in unit activities in order to identify psychosocial stressors and barriers to optimal human performance.
Develops and implements IOS program initiatives, executing strategies to mitigate psychosocial stressors and risks to optimize Service members and mission performance.
Provides psychological consultation, education, and training to military commanders/senior leaders, other MH professionals, and medical staff.
Management of operational clinical services, resource allocation, and agency partnerships.

- Selective Placement Factors for Licensed Professional Counselor: Must have the following minimum qualifications:
- a. Qualification requirements stipulated by the US Office of Personnel Management for the 0101 occupational series must be met.
- b. Master’s Degree or higher in Clinical Mental Health Counseling from a program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP).
- c. Must have passed the National Clinical Mental Health Counselor Examination (NCMHCE) or provide evidence of an examination determined by the Director of the DHA as equal in scope, intent, and (cont'd...)

- a. Applicants tentatively selected for this position are required to meet all applicable credentialing and privileging requirements and be fully qualified to perform within the full scope of their clinical field as an independent (cont'd)
- and unsupervised licensed practitioner at the host installation MTF. The applicant is not eligible for the award of supervised privileges and cannot be placed on a plan of supervision to meet these requirements. The hiring official (cont'd)
- will work with the installation MTF, to ensure the applicant meets all requirements, and provides the verification to the civilian personnel office, prior to the applicant receiving a firm job offer.
- b. Must have actively practiced as a licensed independent practitioner within the past two years.
- c. Must provide evidence of current adult clinical practice within the past two years as an independent Licensed Professional Counselor to the host installation MTF. Active practice is defined as diagnosing, treating, and maintaining (cont'd)
- clinical caseload without supervision to the full scope of their clinical field after having passed their clinical licensure exam.

d. Must maintain active, full, independent clinical privileges through completion of all required yearly clinical competencies to the full scope of their clinical field and at an independent and unsupervised level for the duration of employment as an affiliate provider at the host installation MTF to the full scope of their clinical field.
Must complete Military Employee Health Program screening and immunization requirements IAW DoD and AF 44-108 directive through the military treatment facility's Public Health department prior to any engagement in patient interactions.
IOS government civilian providers who work with a unit supporting Personnel Reliability Assurance Program (PRAP) Airmen (such as Security Forces, Missile Maintenance, etc.) will be required to accomplish specific PRAP training using a variety of methods, to include medical treatment facility in-processing, clinic briefings, and peer education. In addition to local training, they will attend the USAFSAM Medical PRAP course for certification within six months of hire. Funding for this course will be provided by the unit/organization the employee aligns to through a unit manning document.
May be required to work extended hours or rotating shifts to include evenings, weekends, and holidays to engage with Service members during their designated work hours/shifts.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENTS
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic entry qualification requirements above, applicants must have specialized experience and/or directly related education in the amounts shown below.
AND
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: responsibility and accountability for the primary and secondary prevention component of the IOS program. Independently conducts comprehensive evaluations to address complex interrelated diagnostic and treatment issues involving cases dealing with unique issues compounded by military service. Integrates findings and formulates clinical information to establish a mental health diagnosis and develops treatment plans that impact on the social well-being of individuals. Provides evidence-based psychotherapy on cases for a wide variety of complex psychiatric/social problems. Collaborates with other members of the Integrated Operational Support Team and line unit personnel in selecting and/or developing risk-mitigation and performance-enhancement strategies and in developing the Unit Action Plan.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of clinical counseling practices, principles, theories, and administrative requirements to be able to apply them in a clinical or occupational setting and medical documentation.
2. Professional knowledge of evidence-based treatments for a full range of psychiatric disorders to plan and provide treatment to patients.
3. Knowledge of diagnostic issues related to psychiatric disorders IAW the most current version of the Diagnostic and Statistical Manual of Mental Disorders (DSM) of the American Psychiatric Association.
4. Knowledge of and proficiency in (at minimum 1 preferably 2) evidenced-based treatment modalities used for the treatment of trauma-related disorders such as Cognitive Processing Therapy, Prolonged Exposure Therapy, and Eye Movement Desensitization & Reprocessing, etc.
5. Knowledge and skill in administration, scoring, and interpretation of select psychological and psycho-social screening measures to properly assess patient's needs. Understanding of behavioral risk management and the ability to engage appropriate protections as needed when the risk of harm to self or others is present.
6. Skill and ability to provide guidance and consultation services to medical professionals and military leaders and facilitate referrals to military or community-based human service agencies and resources (e.g., Protective Services, financial aid organizations).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
