Duties

WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: FACILITIES MANAGEMENT AND SECUIRTY SERVICES (FMSS) OPERATIONS EAST FACILITIES MANAGEMENT AND SECUIRTY SERVICES (FMSS) OPERATIONS WEST The following are the duties of this position at the full working level. Incumbent serves as project leader for the planning, development, coordination, and implementation of major real estate projects that impacts multiple IRS locations and/or organizations. In this role, he/she typically directs at least two (2) project teams responsible for implementing real estate projects impacting over 50,000 square feet of space, involving a project budget of $2 million to $7 million, and generally lasting no more than one to two years in duration. However, some larger and more complex build-to-suit locations or projects could last more than 24 months. Provides key oversight to team members and ensures all project tracking and documentation aspects are completed accurately, thoroughly, and timely. Incumbent is responsible for managing the initial design and construction projects awarded under the IRS FMSS REFM Internal Leasing Program by interfacing with the Lessor, GSA and contractors in support of the IRS lease award. The incumbent provides general oversight of the project in cooperation with a GSA representative by managing IRS lease projects for both build-to-suit and existing building alterations from development of the Solicitation for Offer (SFO) to final acceptance of the site. This person may receive a warrant to contract up to $100,000 in alterations work toward project completion. Incumbent is responsible for administering an IRS lease following occupancy of the facility and may be designated as the Contracting Officer's Representative (COR). In this capacity, the incumbent is a lease administrator, who handles any lease issues and enforces the provisions of the lease. This may include sending reminder notices of work to be done, requests for corrective action of lease deficiencies, development of "cure" letters for the CO's signature, etc. This person would also coordinate background investigations with the Lessor to ensure compliance with Homeland Security Presidential Directive #12 (HSPD-12) requirements. Incumbent is responsible for the planning, development, coordination, implementation, and assessment of major property management projects characterized by extreme complexity/sensitivity as well as broad in scope. Proactively consults with management at all levels to identify/define customer needs and requirements relative to equipment and furniture needs. Communicates workplace standards required in the property management program. Develops creative approaches to problem resolution when resources, space, and/or funding is not available or limited. Incumbent provides authoritative technical advice and seasoned policy interpretations pertaining to the availability, acquisition, and use of all forms of property. Takes a leadership role in articulating authoritative technical information and policy areas in discussions among management officials. Serves as key consultant in facilitating the resolution of controversial/sensitive issues through creative methods and techniques.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; Experience using communication techniques with senior leadership and stakeholders, both verbally and in writing, to consult, cooperate, coordinate, and negotiate tactfully and persuasively with others in resolving issues which can be sensitive and controversial in nature. Specifically, your experience must be sufficient to demonstrate your ability to develop and implement real estate projects; ability to facilitate the resolution of controversial/sensitive issues through creative methods and techniques; ability to lead project teams, provide mentorship, and deliver on-the-job training; ability to establish a system to control and report project status and conduct in-depth analysis of project data. Budget administration, program analysis, cost estimating or other work with support services programs to facilitate the work of an organization. Your experience must be sufficient to identify problem trends, deal tactfully and persuasively with others in resolving issues, providing on the job instructions, and developing approaches to resolving problems pertaining to resource, space, funding, and/or project requirement. At this level your experience must be sufficient to demonstrate analytical and evaluative methods and techniques to discuss/negotiate and direct the development and accomplishment of employee training and ensure projects meet regulations and policies relative to real estate management. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
