WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LBI) DIVISION?

Vacancies will be filled in the following specialty areas:
Large Business and International Director Eastern Compliance, Director of Field Operations, SE, Territory 5
The incumbent provides principal administrative and clerical support to an office and performs clerical and technical work in support of management and program analysis functions. The incumbent routinely has advance notice of personnel actions and access to management recommendations on labor-management issues by virtue of preparing files and reports and responses, and/or attends regularly scheduled management meetings on labor relations issues.
The following are the duties of this position at the full working level.
Identifies potential and actual problems, probable causes, and provides recommendations for resolution. Researches a variety of issues, gathers statistics and information, and reports findings for the full scope of a program or function.
Monitors, reviews, and evaluates operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems and provides recommendations to higher levels analyst(s) or supervisor.
Verifies completeness of controls to ensure accuracy and compliance with established procedures, guidelines, and formats.
Revises procedures, guidelines, and controls as a result of changes in higher level procedures or as instructed by analyst(s) or comparable positions.
Prepares memoranda, preliminary reports, and charts showing findings and recommendations.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-7 LEVEL: You must have at least one year (12 months) of specialized experience equivalent to the GS-6 level in the Federal Service. Specialized experience is experience that is in or related to this position and provided you with the competencies to perform successfully the duties of this position.
Examples of qualifying experience may have been gained by performing technical work in support of management and/or program analysis functions which may have included identifying potential and actual problems and probable causes;
Researching specific issues;
Gathering pertinent statistics or information, reporting findings and recommending corrective action for the full scope of a program or function;
Monitoring, reviewing, and evaluating operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems; and utilizing database or spreadsheet software to enter, revise, manipulate, sort, calculate, store and retrieve data for use by others. This list is not all inclusive.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

You must meet the following special requirements:
Candidates must meet the typing proficiency and office automation skills, as well as the experience and/or education required for this position. Applicants must be a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors). Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three years. We may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
