The primary purpose of this position is to serve as the Resource Manager for the Force Support Squadron, responsible for developing, implementing, and monitoring financial service operations and establishing internal accounting controls. Serves as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Resource Management Section.

Duties

1. Independently performs a variety of financial management assignments related to the receipt, disbursement, accounting for, and safeguarding of funds in accordance with established principles, statutes, and policies. 2. Performs first level supervisory personnel management responsibilities. 3. Establishes, defines, and implements requirements for financial operations to ensure services and functions comply with legal and regulatory requirements and meet organizational goals and mission requirements. 4. Participates in special initiatives, studies, and projects.

  • Must be able to obtain and maintain a Secret Security Clearance
  • Required certifications and/or licenses are a condition of employment. The employee must obtain and maintain the certifications and/or licenses required to perform the duties of the position
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • This is a Supervisory position - A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes which detailed, intensive knowledge of APF and NAF financial concepts and of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, work processes, and programs of the organization. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards; knowledge of internal audit procedures to monitor financial services and establish internal controls; and knowledge of federal contracting and procurement regulations, procedures, and practices. Knowledge of sources of factual information about the programs and finances of the assigned area of the budget, such as that found in accounting and data processing reports, payroll records, work reports, or inventory and sales data. Ability to apply substantial financial knowledge to advise commanders and managers on financial regulatory requirements and policies, data interpretations, and program status through analysis of appropriated and non-appropriated program operations. OR EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization. 2. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards. 3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Knowledge of internal audit procedures to monitor financial services and establish internal controls. 5. Knowledge of federal contracting and procurement regulations, procedures, and practices. 6. Ability to plan, organize, and direct the operations and staff of a section. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
