This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: These positions are assigned to Project Manager Electronic Warfare and Cyber (PM EW&C) which is responsible to develop and field integrated capabilities for spectrum warfare.

Duties

Develop plans and objectives for assigned systems/programs. Develops, maintain, and coordinates a responsive financial management program to ensure availability or resources meet established milestone. Evaluate accomplishments of overall program by review or reports, studies, products, and information provided by staff members and other agencies. Analyzes requirements, coordinates, develops, defends and presents data for major program reviews. Exercise authority for statutory and regulatory reporting. Plans and directs the work of supporting personnel.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• One-year probationary period may be required.

• This is an Army Acquisition, Logistics and Technology Workforce position.
• Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Business Financial Management within 60 months of entrance on duty.
• This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
• The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
• This position requires Financial Management Level 2 certified position must be able to obtain certification within 24 months of appointment.
• This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Specialized experience is defined as performing all of the following duties: 1) Analyzing program plans, objectives, and budget justification documents to ensure well balanced executable programs; 2) Utilizing financial databases and systems to prepare funding related documents; and 3) Monitoring and analyzing the execution of an approved budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
