A successful candidate in this position will serve as an Emergency Management Specialist, managing one or multiple NEST programs. The incumbent is responsible for overall direction and management for the assigned program(s). Responds to radiological and nuclear assistance requests to protect the environment, the health and safety of the public, and national security. Offers 24-hour emergency response assistance to resolve radiological/nuclear emergencies and incidents.

Duties

As an Emergency Management Specialist, you will: Provide direct support to the Deputy Directors and Director of the Office of Nuclear Incident Response (NA-84); oversee the day-to-day management of the assigned team including coordinating with multiple executive agencies, develop and review operational and program plans, as well as coordinate plans throughout the Department of Energy/National Nuclear Security Administration (DOE/NNSA). Provide technical and analytical data to support long-term planning, systems analyses, and business management functions designed to ensure NNSA's general purpose infrastructure is sustainable, effective, and efficient to safely meet Enterprise needs. Plan, direct, execute, and manage NEST programs, including development of procedures, policies, plans, and any other applicable requirements. Implement NEST standards, regulations, best practices, training, and procedures. Provide expert advice on complex NEST readiness requirements, and serve as spokesperson at regional and nationwide meetings, committees and working groups to propose, defend and/or analyze NEST performance criteria. Train to, and maintain, all qualifications for such purposes, including deployment to national level exercises. Serve as an on-call Federal Team Leader for DOE/NNSA Nuclear Emergency Support Team field element and home teams, takes on-call duty as required, typically for one week each month. Prepare to deploy on short notice, to possibly austere or contested environments, and becomes part of incident command and operational support during an emergency response or exercise. Lead and manage highly trained, deployable staff in response to world-wide emergent events.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.. NQ-02 or GS-12 equivalent. Specialized experience for this position is defined as applying knowledge of effective emergency response procedures and the specialized assets applicable to nuclear or radiological incident response to ensure the development and implementation of an effective response capability. Possess knowledge and skill in the application of command, control, communication, and coordination principles is required for preparedness, response, and support for a nuclear weapon accident or incident or terrorist WMD event worldwide. Possess knowledge and skill in application of advanced theories, concepts, principles, and practices of Emergency Management sufficient to serve as the Federal Team Lead. Examples of Qualified Experience: Experience leading and coordinating with operational staff of federal agencies or state representatives during an emergency management response. Experience with partnerships and coalitions with federal, state, and/or local partner communities to fully integrate response capabilities. Experience leading or assisting the development and application of emergency operations procedures and programs.
