Duties
This Program Analyst position is located Security Operations (SO), Domestic Aviation Operations (DAO), Large Hub Operations Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
As a subject matter expert, participates in discussions, meetings, conferences and conference calls with administrative and technical personnel, other subject matter experts and other agency officials.
Advises management on the operational effectiveness and efficiency of assigned programs, such as: provides recommendations to address areas of concern; oversees implementation of fixes and assesses effectiveness of solutions; and advises management on unusual or complex operational issues.
Evaluates the effectiveness of complex program operations in meeting goals and objectives, such as: recommends strategies to improve implementation and evaluation of programs, develops modifications and revisions and implements procedures to improve the effectiveness and efficiency of program operations, identifies sources and establishes procedures for administrative and logistical support; and requests special resources (e.g., personnel, equipment, software, systems funding).
Analyzes findings and interprets impact on programs and procedures; makes recommendation to senior officials.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Demonstrating expert knowledge to determine program objectives and strategies; Applying expert knowledge of principles, policies and procedures to programs and projects; and
Applying expert knowledge in implementing policies, directives and regulations to operational plans.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
