This Accounting position within Finance services is located at the VA Boston Healthcare System, located in Jamaica Plain, MA. This position is full time at 40 hours per week.

Duties

The major duties of these Accountant positions include, but are not limited to: Conducting daily examination of various accounting transaction listings, cost reports, financial statements, project fund balances, and work orders to ascertain accuracy and completeness of data. Reviewing and analyzes programs and procedures related to receiving, validating and recording accounting transactions affecting the asset, liability, expense and revenue accounts of supported activities. Evaluating General Ledger account balances; analyzes subsidiary ledgers for accuracy and integrity of data and performs necessary research to reconcile account balances. Directing the assignment of project and cost codes, accounting classification and file maintenance and provides information for transmitting data to appropriate office. Analyzing and reviews ADP maintenance listings and determines what additions, modifications, and deletions to data base are needed. Researching operating finance and accounting data interprets data and furnishes the data to various organizations to be used for guidance in establishing and programming costs and obligations for current and future operations. Performing liaison function between local operating elements and the finance office in such matters by gathering and interpreting pertinent data and deriving solutions day-to-day finance and accounting matters in accordance with accounting principles, policies and objectives of the accounting system. Developing, preparing and revising regulations, information papers, etc., for project and revolving fund accounting control and reporting instructions. Preparing and implementing supplemental accounting procedures, reports, and modifications to existing procedures as required by regulatory guidance and/or work situations. Assisting in controlling financial operations by controlling obligations and/or expenditures within limitations established by appropriation, allotment, apportionment work allowance, and purposes authorized by public law. Managing summary cost accounts verifying validity and accuracy of accounting transactions and data. Recognizes significant account variances and assists higher level staff in the proper research and reconciliation of all accounting records. Determining proper work methods and develops work sheets and forms necessary to complete assignments. Work Schedule: Monday-Friday; 8:30am - 4:30pm Compressed/Flexible: May be authorized at supervisor discretion. Telework: Authorized. Virtual: Not Authorized. Financial Disclosure Report: Not required Notifications: This position is in a Bargaining Unit position. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience and/or education as described below: Occupation Requirement: A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR, B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but that does fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. GS-11 Specialized Experience: One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes, but not limited to: Analyzing transaction listings, cost reports, financial statements, project fund balances and work orders; Presenting financial data orally and in writing; Developing, preparing and revising regulations, information papers, etc. or Possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. The degree is in a field that equipped me with the knowledge, skills, and abilities to perform the duties of the position being filled.(NOTE: Transcripts must be submitted with application to receive credit for this substitution).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary. No special physical demands are required.
