This position is located with Bonneville Power Administration, in Technology and Strategic Planning (NST), Supply Chain Services (NS), Chief Administrative Office (N). A successful candidate in the Supply Systems Analyst position will serve as a technical authority responsible for performing administrative work concerned with analyzing, developing, evaluating, and promoting improvements in the policies, plans, methods, procedures, systems, or techniques of the supply chain program.

Duties

This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. As a Supply Systems Analyst, you will: Perform a full range of project management functions for assigned projects, studies and analyses. Charter teams and negotiate team membership with affected performance managers. Analyze and recommend methods for enhancing the efficiency and effectiveness of programs and procedures through process modification and application of evolving technology. Develops and implements performance metrics, plans and processes, including those related to established business targets and objectives. Negotiates service level agreements with clients, establishes client service measurements, monitors client satisfaction, and effectively balances business considerations, process improvements, and improved client satisfaction goals. Ensure standardized operating procedures and processes are used and maintained.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience is defined as: 1) planning, coordinating, and overseeing projects to improve program operations; 2) coordinating with other business organizations to identify and resolve complex supply program issues; and 3) analyzing and recommending updates to enhance program efficiency and efficacy. Planning and EvaluatingProblem SolvingProject ManagementTechnical Competence "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. To receive selection priority for this position, you must: 1) meet the eligibility criteria; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
