About the Position: The incumbent will manage, direct, advise, and coordinate the Resident Office Quality Assurance Staff on a U.S Army Corps of Engineers Dam Safety Assurance Mega Project.

Duties

Analyze problems and reviews and interpreting the requirement of plans and specifications for subordinate personnel, Contractor representatives, and other interested persons. Assure that materials incorporated into the construction work are in compliance with plans and specifications and approved shop drawings, and that items requiring laboratory testing are tested before use on the project. Interpret construction contract plans and specifications. Confers with contractor representatives on the requirements for shop drawings, progress schedules, Requests-for-Information, etc. Assist the Resident Engineer and Office Engineer in the review of contractor proposals, preparation of negotiation positions, and preparation of government estimate. Ensure construction inspections are accomplished in accordance with governing plans and specifications, applicable regulations and the site-specific Quality Assurance Surveillance Plan. Provide information to Resident Engineer on estimates of work completed and reports on deficiency items and any contractual matters for which payment should be withheld.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Contract ManagementCustomer Service (Clerical/Technical)Project ManagementQuality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). To be referred, applicants must meet applicable time-in-grade and specialized experience requirements within 30 calendar days after the closing date of the announcement.
