Managing training programs that are multi-disciplinary and inter-disciplinary, utilizing science as well as the arts and humanities as mediums in achieving cultural and environmental understanding and analyzing and evaluating education programs and proposals to provide expert advice on educational activities. Duties

Work with relevant knowledge holders, including scientific and historic resource personnel, to develop demonstration and research projects with culturally relevant educational components. Establish and maintain partnerships with communities to develop a broader training and educational community with an intent to develop and implement new cultural and historical training curricula. Assist with long range planning for the development of interpretive facilities including planning documents and exhibits. Manages an active and ever-growing afterschool/youth program operation that reaches out to the diverse communities that surround the park. Invest in the professional development of subordinates through active listening, training, counseling, and mentoring. Actively develops a workplace culture that values diversity, equality, mutual respect, safety, and work-life balance. This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

Qualifications

All qualifications must be met by the closing date of this announcement-11/22/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement: BASIC QUALIFICATIONS (IOR requirements for the Training Instruction Series, 1712): Have undergraduate and/or graduate education with a major study in education or a subject area related to the position. -OR- Have experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: develops and designs educational materials for early through post-secondary education curriculum-based programs; works with local educators to plan, develop, and implement comprehensive teacher workshops that train local educators about resources; use interpretive principles, educational theory, and methods of presentation to manage an education program. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D. or equivalent doctoral degree in education or another field of study directly related to the work of this position. (You MUST submit a copy of your transcripts indicating degree earned and credit hours in order to qualify based on education). You must include transcripts. -OR- COMBINATION: Successful completion of a combination of education and experience as described above. To combine education and experience. For example, I have six months of specialized experience (50% of the experience requirement), and 45 semester hours, or 68 quarter hours of directly related graduate education (50% of the education requirement). (You MUST submit a copy of your transcripts indicating degree earned and credit hours in order to qualify based on education). Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. VOLUNTEER EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include hours per week worked. CTAP/ICTAP: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP or 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
