As an Asset Manager you will be responsible for asset planning and strategy, asset performance analysis, housing and investment decision making, and asset service provider agreements for all real property assets within the incumbent's assigned area of responsibility.
Location of position: Public Buildings Service, Region 1, Portfolio Management Division (1PPA), Boston, MA.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Develops supply side housing strategies by identifying and analyzing client-agency long term housing needs.
Evaluates asset housing capabilities, investment availability, and income impact.
Formulate budgets for specific assets by reviewing and approving the various business line budget requests for those assets, including both operating budgets and capital budgets from any budget activity source.
Analyzes a wide array of complex asset performance indicators in a variety of financial areas, including: costs, income, income/expense ratios, value, return on investment, and other financial indicators.
Researches data of significant complexity with many volatile, interacting components, for example: the impact of new laws and regulations on needed asset expenditures, the impact of client-agency downsizing and reorganizations on income and alteration expenses, the impact of Congressional appropriations on rent income and investment levels.
Evaluates new space requests submitted by client agencies to the business lines for major new or expansion space or major downsizes.
Identifies the needs of the business lines and reviews the recommended housing/project solutions. Reviews must ensure that solutions conform to the asset business plan and community strategy while satisfying the client's needs.
Coordinates with the business lines on the investment needed for the proposed space solution, fund availability, priority and time schedule, and the income and cost impact on the portfolio; ensuring that the proposed solutions conform to requirements of the National Environmental Policy Act (NEPA), Historic Preservation laws and other laws applicable to the portfolio.
Recommends approval, modification or an alternate housing project solution to the Portfolio Manager.
Advises higher-level management when formulating long range plans for PBS.
Makes recommendations concerning project operations, significant trends, recurring problems, and similar management concerns.
This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. You will be expected to report to a specific GSA duty location at least one or more days a pay period depending upon the terms of the agency’s telework policy.
The duties listed are at the GS-13 grade level. Similar duties with closer supervision will be performed at the GS-12 level.

The GS-12 salary range starts at $98,240 per year.
The GS-13 salary range starts at $116,820 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-12 level:
You must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is defined as progressive experience assisting higher or senior level staff performing the full range of asset management competencies and practices including economic analysis of owned and leased assets, facility planning and strategy, asset performance analysis and assessment of investment and housing decision making.
To qualify for the GS-13 level:
You must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as experience performing the full range of asset management competencies and practices including economic analysis of owned and leased assets, facility planning and strategy, asset performance analysis and assessment of investment and housing decision making.
