You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the SAFETY AND OCCUPATIONAL HEALTH OFFICE of NAVAL SUPPORT ACTIVITY MONTEREY.
Duties
You will assist management in formulating and preparing safety program policy statements, standards, guides, and similar materials applicable to the
organization.
You will research technical data and material for adapting to create new criteria and guidance to meet unusual problems encountered in high risk safety
settings.
You will prepare reports of inspections and evaluations to identify safety and program deficiencies requiring correction and improvement.
You will create Plan of Action to mitigate identified Occupational Safety and Health/Environmental Safety (OSH/ES) program deficiencies.
You will enforce safety and occupational health standards according to federal Occupational and Safety Health (OSHA), Department of Defense (DoD),
and other installation policy and directives.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to successfully complete a pre-appointment and annual physical examination.
Qualifications
For the GS-09 position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Inspecting the work environment and identifying hazardous operational condition; 2) Investigating accidents and identifying the cause; and 3) Preparing reports of inspection findings and accident investigations (e.g. witness statements, description of property damage, extent of injuries and contributing elements of mishaps and hazardous conditions occurring in the work environment).
For the GS-11 position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing local standards, guidelines, standard operating procedures and instructions to identify and eliminate or control safety hazards; 2) Analyzing mishap data (maintenance shops, maritime work, military training) to determine origin and develop techniques to prevent or reduce the possibility of mishaps; and 3) Analyzing construction standards, practices and techniques, materials, equipment and utilities systems to determine compliance with building safety standards and to develop effective control of work and equipment hazards.
Specialized Experience:
Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.

Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
