Duties

The primary purpose of this position is: to contribute to DoD and Air Force Reserve's (AFR) development of a strategic plan for delivery of comprehensive preventive services to support the wing-level psychological program, under the Director of Psychological Health Program (DPHP). Provides consultation to operational leadership on psychological health issues and vertical integration of Military Service and DoD-wide psychological health initiatives and population health monitoring. Provides short-term counseling services and resources and ensure that Reserve Medical Providers and Line Leaders are aware of the referral options available for particular psychosocial, spiritual and family issues. Ensures that AFR service members are aware of other counseling and supportive services at the installation level, and from Federal, State, and territory, as well as military and non-military organizations external to the installation (e.g., Military OneSource, Military and Family Life Consultants, and TRICARE Network). DUTY 1: Actively manages the Air Reserve installation/Air Force Reserve Wing's (to include Air Force Reserve Tenant Wings) Psychological Health Program in support of the commander's leadership team to address the psychological health of their installation/wing. DUTY 2: Designs, develops, coordinates, and implements prevention and community outreach and education programs. DUTY 3: Conducts assessment, routine crisis evaluations, psycho-diagnostic assessments, provides short-term evidence based problem resolution strategies and services. DUTY 4: Responsible for marketing and marketing evaluation activities.

  • Incumbent may share on-call duty during weeknights and/or weekends on a rotational basis as required consistent with other mental health professionals of the same specialty performing like duties.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Must possess and maintain Basic Life Support (BLS) certification.

  • Must have practiced as an independent licensed clinical social worker within the past two years.
  • Practice will require clinical privileges at the host MTF. MUST maintain active clinical privileges for the duration of employment. Must sustain current competency to practice at the independent level.
  • Selective Placement Factor: Possess a current, unrestricted license to practice clinical social work independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S Virgin Islands.
  • At a minimum, qualification requirements stipulated by the US Office of Personnel Management (OPM) for the 0185 occupational series must be met.

  • Completion of appropriate clinical and administrative duties may involve “after hours” care or work in addition to regular duties

Qualifications

CONDITIONS OF EMPLOYMENT CONT... As a condition of employment, government civilian providers must meet all applicable credentialing requirements IAW local military treatment facility guidelines and be fully qualified to perform within the scope of their practice. This position has been identified as having "regular contact with children". IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094. A FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position. BASIC REQUIREMENT: Degree: Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education. Must provide transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level which equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of Integrated Operational Support Clinical Social Worker. Examples of specialized experience includes 1) Providing professional knowledge of social work practices, principles, theories, and administrative requirements to be able to apply them in a clinical or occupational setting. 2) Using knowledge of evidence-based treatments for a full range of psychiatric disorders to plan and provide treatment to patients. 3) Applying knowledge of the Diagnostic and Statistical Manual of Mental Disorders (DSM) of the American Psychiatric Association to evaluate psychiatric disorders and apply professional diagnostic skills. 4) Providing knowledge of military organizations and culture and the unique stressors upon workers in an operational military workplace. 5) Exercising knowledge of administration, scoring, and interpretation of select psychological and psycho-social measures to properly assess patient's and family's needs. 6) Using an understanding of behavioral risk management and ability to engage appropriate protections when risk of harm to self or others is present. 7) Providing guidance and consultation services to medical professionals, military leaders, and facilitate referrals to military or community-based human service agencies and resources, i.e., Protective Services or financial aid organizations. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional social work practices, principles, theories, and administrative requirements to be able to apply them in clinical settings, non-clinical settings, and toward effective program management. 2. Knowledge of professional evidence-based treatments for a full range of psychiatric disorders to plan and provide short-term problem resolution to clients or refer them for clinical treatment. 3. Knowledge of administration, scoring, and interpretation of select psychological and psycho-social measures to properly assess patient's and family's needs and capabilities, along with a sophisticated understanding of behavioral risk management and ability to engage appropriate protections as needed when risk of harm to self or others is present. 4. Knowledge of the Diagnostic and Statistical Manual of Mental Disorders to evaluate psychiatric disorders and apply professional diagnostic skills; in addition, knowledge of complex support systems, such as child and family prevention outreach services, professional organizations, and their management and administration; how they affect adult, child, and family welfare; the multiple uses of such systems, professionals and organizations to deliver services; and psychological health dynamics/indicators, prevention theories, and practices. 5. Skill in conducting individual and community needs assessment interviews to establish the nature and extent of concerns/issues; providing professional assistance to clients/customers; determining appropriate referral services/opinions; and planning and implementing professional community organization strategies, initiatives, and programs. 6. Ability to apply professional community organization skills related to the formulating of needs assessments, development, and marketing of prevention programs; and apply professional diagnostic skills to individuals, families, and small groups; provide guidance and consultation services to medical professionals and military leaders, work well with others in a team approach, and facilitate referrals to community-, county-, or state-based human service agencies as needed (e.g., Emergency Department, Protective Services, Security Forces, and financial aid organizations); and to communicate effectively, both orally and in writing, to include maintaining proper records to document services provided, including patient care, follow up, and/or referral. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
