Salary Ranges: GS - 7: $49,025 - $63,733 GS - 9: $59,966 - $77,955 This position serves as a Natural Resources Specialist in a Bureau of Land Management (BLM) office in Springfield, OR. This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority.

Duties

Major duties include assisting in organizing and conducting field inventories/monitoring of vegetation, streams, fish, animals, and their associated communities; assisting with K-12 education, public outreach, and interpretive work at the West Eugene Wetlands. This work includes close coordination with federal, state, local government, and non-profit partners. The incumbent analyzes and summarizes collected field data, reporting, and education/outreach materials. Assist field office resource specialists with program duties which include natural resource field inventories/monitoring and implementation of Field Office projects or studies. The incumbent conducts examinations of wetlands, riparian, and forest landscapes within the field office and evaluates the conditions found. Prepares data for analysis by resource Interdisciplinary Teams for inclusion into a watershed analysis and/or environmental assessment document. Assists in the field preparation of project area management plans including wetland and riparian improvement projects, and habitat enhancement.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. Basic Education Requirement for General Natural Resources Management and Biological Sciences Series 0401: 1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR 2. Combination of education and experience: Courses equivalent to a major, as shown in (1) above, plus appropriate experience or additional education. AND MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-07: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Researching, collecting, verifying, interpreting, and/or analyzing a variety of directions, regulations and information to ensure program integrity; (2) Assisting with evaluating the effects of programs on natural resources to assist with the development of landscape improvement plans; and (3) Analyzing natural resource data to compile information for the preparation of reports and/or to make presentations. OR B. Education: I have completed one (1) full academic year of graduate level education in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. One year of graduate education is the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full-time graduate study. Note: You must submit a copy of your transcripts. Your submitted transcripts must show required coursework. OR C. Superior Academic Achievement by earning a bachelor's degree with at least one of the following (1) a grade point average (GPA) of 3.0 or higher based on a 4.0 scale; (2) a 3.5 GPA or higher for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college, based on completed courses; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management described under the basic education requirements. (NOTE: You must submit a copy of your transcripts and GPA must be reflected on your transcripts, as proof of any claimed education.) OR D. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-09: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Assisting with evaluating the effects of programs on natural resources to develop landscape improvement plans; (2) Developing monitoring plans by analyzing data for inclusion in planning documents; and (3) Analyzing natural resource data to compile information for the preparation of reports and/or to make presentations. OR B. Education: Successful completion of at least 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. This education must demonstrate possession of the knowledges, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. TIME-IN-GRADE REQUIREMENTS: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). GS-07: One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. GS-09: One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50s will be accepted. Time-in-grade requirements must be met by the closing date of this announcement.
