This position is located in the Technology Transfer and Intellectual Property Office (TTIPO), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS).
The selectee will serve as the Deputy Director, TTIPO, and as the Branch Chief for TTIPO's Deputy Director's Group.
Duties
If selected for this position, your duties may include, but are not limited to the following:
Serve as a full deputy to the Director of Technology Transfer and Intellectual Property Office (TTIPO) and fully shares in the direction of all phases of TTIPO's programs and work.
Plans, organizes and directs the operations of the assigned branch, to include planning, assigning, and directing the work to be accomplished.
Provide advice and guidance to TTIPO staff in the development, preparation, and execution of agreements with organization's collaborators in the public and private sectors, both domestic and foreign, for the purpose of maximally leveraging the organization's intellectual property rights in collaborative research.
Work with the TTIPO Director in providing authoritative leadership and direction in establishing and implementing policies governing all NIAID technology transfer activities.
Define, clarify, and interpret HHS, NIH and NIAID technology transfer policies and procedures, and the laws and regulations from which the policies and procedures emanate.
Represent and speak on behalf of senior Institute management on matters in TTIPO's purview in high level internal and external meetings.
Requirements

Qualifications
To qualify for the Supervisory Technology Development Specialist GS-601-15 level, you meet the following requirements:
Education Requirement:
You must possess a Bachelor's degree, or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained).
Additional Requirement:
You must have least one year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal Government obtained in either the private or public sector performing the following types of tasks: managing and monitoring the processes for handling cooperative research and development agreements and potential inventions; writing briefing reports on complex technology transfer and/or intellectual property issues; conducting negotiations with academic, business or other organizations regarding patents and inventions; advising senior management on the development and implementation of technology transfer services; and analyzing and evaluating long-range activities, and providing recommendations to improve the effectiveness of technology transfer operations
