You will serve as a ADMINISTRATIVE SPECIALIST in NAVWARSYSCEN ATLANTIC CHARLESTON SC.
Duties
You will serve as the Command Subject Matter Expert and Technical Lead or Accounts Payable.
You will provide technical guidance to Accounts Payable team members in researching and resolving complex issues.
You will ensure compliance with applicable laws and regulations in order to effectively analyze and execute projects both routine and non-routine in nature.
You will ensure Navy Working Capital Fund (NWCF) financial data is processed and reported accurately and in accordance with Generally Accepted Accounting Principles.
You will prepare and/or oversee various ad hoc analyses, perform Navy Enterprise resources Planning (ERP) troubleshooting, recommend enhancements to navy ERP.
You will represent NIWC LANT and participate in Design Specification review and User Acceptance Testing for Navy ERP modifications.
You will design, implement, and assess internal control processes and systems in accordance with Financial Improvement and Audit readiness) FIAR guidance.
You will provide appropriate variance forecasting as well as sharing in the development of a culture that thrives on continuous improvement, automation, and quality principles.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This is a Financial Management Level FMCO3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical guidance of Accounts Payable issues; experience interpreting compliance of financial laws and regulations; development of financial OR accounting plans, AND ensuring accurate financial reporting and certifying results.

Education
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include
one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
