Duties

This Supervisory Transportation Security Inspector position is located in the Operations Division, Compliance (COMP), Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Using thorough technical knowledge and experience, supervises the application of all national compliance initiatives from a national perspective remotely and provides direct management guidance and supervision for domestic Transportation Security Specialists, as well as feedback and guidance to all compliance personnel which includes tracking and monitoring progress of work products created by National Inspectors and field staff to develop mitigation and efficiency strategies for continuous program development, preparing and/or reviewing metric reports, in-depth briefing papers, discussion points, memoranda, responses, and other documents. Establishes case management strategies and promotes civil enforcement recommendations in accordance with Transportation Security Administration (TSA) risk methodologies and appropriate risk models and determines objectives and strategies in order to meet goals, organize work, set priorities, and determine resource requirements. Provides analysis of streamlined enforcement standards and programs and serves as a consultant in advising leadership on policy developments and actions for civil aviation that have the potential to impact U.S. transportation security objectives, security research, and development programs. Maintains a strong, collaborative network with the team members as well as TSAs inter- and intra-agency counterparts to advocate and advance transportation security policies and initiatives. Actively serves as a compliance technical specialist on civil enforcement procedures and promotes compliance equities while advising leadership of potential challenges and applicable recommendations to improve work processes remotely. Coordinates and leads internal and external working groups and teams to address specific issues or tasks having broad national and international implications. Experience and/or training as a supervisor or team leader with responsibility over subordinate employees. Experience leading small teams, providing performance reviews, coaching, and/or training. Supervisory responsibilities include, but are not limited to, strategic planning, communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring, and evaluating performance of organizational units, etc. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: Conducting, reviewing, and/or completing Compliance inspections and investigations; and Providing analysis of civil enforcement standards and policies, while and advising leadership on new or updates to policy developments and actions for civil aviation; and Monitoring compliance with policies, regulations, and agreements to identify potential problems and deviations from TSA and/or other Federal regulatory operations; and Managing transportation security inspection programs, including compliance requirements for inspections and investigations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
