About the Position: The purpose of the position is to ensure that NHP and its Naval Branch Health Clinics (NBHCs) are trained and prepared at all times for appropriate response to emergencies in the local community, or a Navy and Federal response This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB)

Duties

Incumbent manages emergency and disaster preparedness programs and response efforts Develops ideas, theories and strategies for emergency and disaster preparedness and. response by staff at NHP and its NBHCs for approval by the Environment of Care Committee (EOC)) Develops and implements a comprehensive Emergency/Disaster Preparedness education program through formal training exercises/sessions. Plans, schedules, complete critiques and coordinates the documentation of the emergency preparedness drills for the hospital Conducts Hazard Vulnerability Analysis (HVA) to develop instructions and SOPs Reviews and coordinates department SOP to assure adequate resources and response for all emergencies identified by the HVA and EOC Plan Managers. Maintains emergency equipment and supply inventory controls to include, but not limited to radios, satellite phones, Chemical, Biological, Radiological, N11clear, and Explosive (CBRNE) equipment/gear, CBRN pharmaceutical countermeasures (CPCs).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One year trial/probationary period may be required.
  • This position is a TERM Not to Exceed 13 months. It is time-limited and may be extended up to a maximum of eight years.
  • Current permanent Federal employees applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.
  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes [insert examples of specialized experience]. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: Emergency Management, Public safety/Public health, Homeland Security or relevant fields of study. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
