You will serve as a TELECOMMUNICATION SPECIALIST in the DIRECTORY C5I (N6) of COMNAVAIRLANT.
Duties
You will serve as the COMNAVAIRLANT resident expert in applying SAP telecommunications and networking technology and engineering.
You will define, develop, and implement current and projected operational mission planning systems network requirements as well as the solutions needed to satisfy them.
You will define, develop, implement, and refine general mission planning systems network planning and policy direction in providing direct support to operational units.
You will engage in staff coordination for changes to plans and programs necessitated by new technology, modified requirements or threat scenarios,
or modified prioritizations and funding support.
You will coordinate and work with both Command Government Program Manager(CGPM) and Command Government SAP Security Officer (CGSSO) on
issues concerning Facility installation and SAP technology.
You will assist the Information System Security Officer (ISSO) in the implementation and enforcement of network cybersecurity.
You will implement and manage advanced integrated telecommunications solutions and technologies.
You will make practical recommendations to support correction of Fleet, Navy, and Joint mission planning system networking problems, and supports
development of networking capabilities.
You will conduct, review, and support network traffic analysis as well as review and refine manual and automated network traffic sampling techniques and
reporting procedures.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position may require overtime to support operations and real world tasking. Position may also require 24x7x365 on call support responsibilities.
- This is a Cyberspace Workforce position, work role code Telecom Specialist, proficiency level Intermediate. Incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Qualifications
To qualify for the GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning, analyzing, designing, developing, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for the transmission of information in voice, data, and/or video formatting.
Experience performing a wide range of telecommunication management activities that typically extend and apply to an entire organization or major components of an organization.
Experience employing strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, and network security management.
Experience utilizing concepts, principles, practices, laws and precedents that apply to telecommunications architecture and management, Joint Data Networks, and policy planning in the area of network architectures development.
Experience applying industry techniques to develop network architectures and how to integrate data and software applications.
Experience providing formal briefings to senior leaders concerning various aspects of assigned network operations and programs.
Experience using telecommunications management methods including end-to-end systems performance monitoring.
Experience communicating in written and oral instruction, directives, and briefings in authoritative, clear, concise and logical terms for implementing procedures, creating work assignments and presenting recommendations and conclusions.
Experience utilizing knowledge of Navy and DOD telecommunications management regulations, pamphlets, and other documents.
Experience conducting research, attending conferences and performing other fact finding activities to gather and maintain up-to-date knowledgeable of evolving industry methodologies.
Experience performing and applying SAP telecommunications and networking technology and engineering.
Experience and knowledge to include work performance with a Command Government Program Manager(CGPM) and Command Government SAP Security Officer (CGSSO) on issues concerning Facility installation and SAP technology
