This position serves as an Outdoor Recreation Planner for a Bureau of Land Management (BLM) office in Vale, OR. The position is responsible for analyzing, evaluating, and coordinating matters involving recreation planning, development, and use.
Salary Range for GS-05: $39,576 - $51,446
Salary Range for GS-07: $49,025 - $63,733
Salary Range for GS-09: $59,966 - $77,955
Duties
Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.
As the Outdoor Recreation Planner in this position, you will:
Administer the special recreation program for 4.6 million acres of public land in southeastern Oregon
Process applications for special recreation permits
Inspect active permits for compliance with permit terms
Serve on an interdisciplinary team as a subject matter expert on wilderness, wilderness study areas, land with wilderness characteristics, and visual resource management.
Requirements

Qualifications
In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.
GS-05:
General Experience: Applicants must have three full years of general experience, one of which must be comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) conducting research in response to visitor inquiries; (2) assisting senior planner in collecting and/or analyzing data; (3) using automated computer systems to enter, update, or maintain data; (4) drafting documents and/or reports for higher level approval.
OR
B. Education: Successful completion of at least a 4-year course of study leading to a bachelor's degree in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
GS-07:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) applying recreation program policies, standards, and/or procedures in completing assigned recreation planning duties; (2) collecting recreation-related data from surveys or inventories using approved sampling techniques; (3) entering, updating, and/or maintaining data in automated systems in support of a recreation program; (4) providing assistance in identifying recreation program needs on a local scale.
OR
Education: Successful completion of at least 1 full year of graduate level education in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
Superior Academic Achievement: Successful completion of a bachelor's degree in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation from an accredited college or university AND meets one of the requirements for Superior Academic Achievement based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. NOTE: You must submit a copy of your transcripts.
GS-09:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) providing recommendations to managers on recreation program needs; (2) coordinating outdoor recreation programs with other organizations or the public; (3) preparing drafts of supporting material for inclusion in environmental or project planning documents; (4) assisting with the evaluation of services, projects, program, or functions of outdoor recreation programs.
OR
Education: Successful completion of at least 2 full years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, or LL.B. or J.D., if related, with major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Note: Applicants qualifying on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: You must submit a copy of your transcripts.
Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level.
