The employee will serve as a Senior Examination Specialist (Training) with responsibility providing training to examiners and other DPIE staff and coordinating other training assets in areas public interest supervision, including compliance, mission achievement, and effectiveness of affordable housing, community development, diversity and inclusion, consumer protection (including unfair or deceptive acts or practices), fair housing, equitable housing, and fair lending programs.

Duties

Office of Policy, Data, and Oversight The Office of Policy, Data, & Oversight is responsible for supporting examination and ongoing supervision of FHFA's regulated entities including Fannie Mae, Freddie Mac, and the Federal Home Loan Banks in the areas of public interest supervision with quality control, policy, economic analysis, and data analysis expertise. Public interest supervision includes compliance, mission achievement, and effectiveness of affordable housing, community development, diversity and inclusion, consumer protection, fair lending, equitable housing, and fair housing programs. The office is also responsible for establishing appropriate supervisory requirements and training related to public interest supervision in coordination with other FHFA offices as appropriate, establishing regular reporting requirements for regulated entities related to public interest supervision, and coordinating with other regulators to achieve shared public interest supervision objectives. Major Duties & Responsibilities The Senior Examination Specialist (Training) duties listed below are at the EL-14 grade level: Participate in the design, development, and implementation of supervision training programs. Design and develop curriculum for examiner training classes and programs using adult learning principles, examination experience, or audit practices. Utilize knowledge of financial institution examination issues and trends in examiner training. Ensure the effective use of classroom technology and that teaching methods are appropriate for class size and meets adult learning preferences. Conduct analysis to provide recommendations to management for consideration and develop recommendations for adjusting the course content, delivery, or instruction method. Develop evaluations for examiner training classes that determine if training objectives were met. Develop class content, tests, exercises, case studies, and simulations for financial institution examination training programs. Develop materials for briefings, meetings, or trainings (e.g., slide presentations, handouts). Convey intricate or specialized information through written communication. Conduct needs assessments and surveys and lead focus groups. Explain technical or other complex information to internal and external stakeholders. Perform other duties as assigned.

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements: BASIC REQUIREMENTS: A. Undergraduate and Graduate Education: Major study -- accounting, banking, business administration, commercial or banking law, economics, finance, marketing, or other fields related to the position. -OR- B. Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Work requiring a thorough knowledge and the application of commercial accounting or auditing principles and practices (but less than full professional accounting knowledge) with a financial institution. Examining or auditing such financial institutions as savings and loan associations, savings or commercial banking institutions or trust companies, farm credit associations, or Federal or State credit unions. Professional accounting or auditing work that provided a broad knowledge of the application of accounting or auditing principles and practices. Work that provided a thorough knowledge of Federal and State laws applicable to the type of financial institution involved (e.g., savings and loan associations, Bank for Cooperatives, savings or commercial banks, investment institutions, etc.), and of the operations and practices of such institutions. -OR- C. Certificate: A certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory, or the District of Columbia meets the EL/GS-5 level requirements. Applicants with such certificates may also qualify for higher grade levels based on their education and or experience. In addition to meeting the above basic education, experience, or certification requirements, applicants must also meet the following minimum qualifications for their desired grade level: MINIMUM QUALIFICATIONS: Minimum Qualification EL-14: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-14 because I have at least 52 weeks of specialized experience at the EL/GS-13 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Working with examination or audit practices used to evaluate public interest supervision matters, including but not limited to: fair lending, fair housing, affordable housing, community development, diversity and inclusion, and/or consumer protection (including unfair or deceptive acts or practices in the financial services industry. Planning, designing, or developing curriculum, lesson plans, and classes for examiner training programs. Developing evaluations for examiner training programs and reporting their effectiveness in meeting staff development objectives. Preparing and conducting instructional sessions related to examination practices and/or technical topics used to evaluate entities in the financial services industry. Communicating orally and in writing with internal and external stakeholders effectively and diplomatically. **Failure to provide your transcripts, when required, for any of the options above will remove you from the hiring process** Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
