Serves as the Surgical Implant and Durable Medical Equipment Inventory Management Specialist for Operative Care Division (OCD) Surgical Services and the Human Tissue Inventory Specialist for Portland VA Health Care System. Responsible for the overall coordination and oversight of surgical implant inventory, stocking, ordering, quality assurance, regulatory compliance and overall operation of the OCD surgical implant monitoring program.

Duties

Major duties include but is not limited to: Manage and control an assigned class of expendable material for r Operative Care Division (OCD) and supported areas Serves as an authority on Durable Medical Equipment (DME) commodity management and serves as a subject matter expert to all service lines within OCD Manages a wide variety of inventories of expendable items and specialized DME Acts as a central point of contact for the coordination of commodity support and the resolution of logistics problems related to surgical equipment Makes decisions and commitments for the Division on medical/surgical supplies that materially affect OCD Surgical Service's ability provide surgical care to Veterans Researches / analyzes opportunities for potential cost savings, efficiencies, and process improvements using quantitative analysis, historical usage patterns and knowledge of surgical equipment lifecycles as well as develops Standard Operating Procedures (SOPs) Responsible for considerable analysis, database creation, reporting, tracking, monitoring, documentation of monitoring, regulation compliance and training related to a catalogue of over 9000 unique implant items, human tissue items to orthopedic total joint items, eye surgery cataract replacements and heart valves Conducts short, mid and long-term advanced planning for expendable items and DME, utilizing enterprise-wide computerized planning tools such as SEPG Performs analytical work to manage, regulate, coordinate, or otherwise exercise control over DME Applies knowledge of systems, techniques and underlying management concepts for determining, regulating and controlling the level and flow of supplies from the initial planning stages with service lines, through procurement, storage, issue, utilization and disposal Participates in Division and facility strategic planning to support major and minor projects and initiatives, ensuring that surgical implant, human tissue and DME needs are met Conducts data analysis for acquisition planning associated with surgical implants, human tissues and DME Analyzes and advises the customer on Implant/DME purchase recommendations Handles communication with persons and/or groups within and outside of the division related to the OCD surgical implant, human tissue and DME program Develops an internal control system that assists the staff in finding products in the procurement cycle Validates the processing to maintain integrity of stockpile data (e.g. condition code, serial number, and quantity) Performs a variety of investigative research and analysis of stock control methods, policies, procedures and problem areas that affect the reliability of the implant items and human tissue inventory Prepares reports reflecting findings and corrective actions Administers the human tissue program throughout VAPORHCS Performs physical inventory functions and reconciliation, monitors custodial balances, and recommends adjustments to inventory to correct imbalances Gives formal training and orientation on all surgical implant program elements Performs administrative work, which includes management of an office's schedule or day-to-day plans Serves as Ad hoc member of the Clinic Products Review Committee (CPRC) Detects irregularities and imbalances on the custodial record due to in-line and warehouse denials and researches to determine cause Researches all material reported as not in location to determine cause, and pursues corrective action necessary to correct deficiency Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/25/2024. GS-07 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. GS-09 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: manage and control an assigned class of expendable material; Coordinates actions between the OR, Logistics, Prosthetics, Contracting, Pharmacy and other departments or vendors; maintains, inventory control, inventory storage, quality control, quality assurance activities of the Human Tissue Program. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education (18 Credit Hours). Transcript Required OR, Superior Academic Achievement: This provision recognizes students who have achieved superior academic standing as evidenced by one of the three methods described below. It is to be used to determine eligibility for applicable GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum related to the position. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies (external link). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or Class standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Transcript required and/or Supporting Documentation Required. GS-07 level applicants maybe required to complete additional testing if selected. Additional information will be available at that time. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: manage and control an assigned class of expendable material; Coordinates actions between the OR, Logistics, Prosthetics, Contracting, Pharmacy and other departments or vendors; maintains, inventory control, inventory storage, quality control, quality assurance activities of the Human Tissue Program; knowledge of management and organizational techniques, systems and procedures is applied in performing a wide variety of processes relative to the surgical implant device and human tissue program; Ability to perform analytical assignments involving specific issues associated with inventory management or to study and recommend solutions for a segment of a broad study involving several issues or problems; thorough knowledge and understanding of medical and surgical terminology in order to assure implants are properly ordered, processed, and stored and to discuss issues and findings related to the implant program. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education (36 credit hours) leading to such a degree or LL.B. or J.D., if related. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Standing, walking, stooping, bending to complete inventory and inspection of implantable devices or deliveries are also frequent demands. The incumbent must be able to deal with emergency situations and function calmly under stress in both public and private settings.
