Position is located in General Services Department at Dzilth-Na-O-Dith-Hle Health Center, Bloomfield, NM. Provides guidance and technical assistance on support service functions and operations; and security management. Responsible for assigning, scheduling and directing work activities and other work pertinent to property and supply functions that are essential in providing direct health care delivery. Responsible for the Security Management Department. Reports to Health System Administrator.

Duties

Plan, direct, and coordinate health center property and supply operations. Implements and maintains procedures for the acquisitions processes. Repairs and maintains all government-owned and rental equipment. Provides technical assistance and coordination on discrepancies for goods received and assures receiving reports are processed in accordance with established procedures. Directs and ensures full utilization of available storage space, rotation and inventory of warehouse stock items. Monitors supply operations and ensures safety, hazardous materials, and good housekeeping practices are established and maintained. Serves as the Contracting Officer's Technical representative (COTR) for various supplies, equipment and service contracts and other Service Unit projects as assigned. Assures that property accountability system is establish and maintain for personal and real property in accordance with established procedures. Maintain quarters management by performing duties such as assigning quarters, terminate records, issue keys to occupant, and maintains living quarters. Supervises General Services and Security Management Department. Coordinate and distributes workload among subordinates and develop work schedules Monitors supply expenses, acquisition processes of supplies, materials, services and equipment. Performs other related duties assigned.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience with supply/inventory management systems; planning and coordinating property and supply operations; vehicle fleet management; federal acquisition processes; supply/inventory storage and space management; mail and quarters management. Ability to plan, organize, implement, monitor and evaluate subordinates. SUPERVISORY AND MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed under the appropriate category below: Ability to motivate, train and work effectively with subordinates who have a variety of background and training. Ability to accomplish the quality and quantity of work expected with set limits of cost and time. Ability to plan own work and carry out assignments effectively. Ability to communicate with others effectively, both orally and in writing, in working out solutions to problems or questions related to work. Ability to understand and further manage goals as these affect day-to-day work operations. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
