The primary purpose of this position is to serve as a first level supervisor for assigned functions or subdivision within Elements of the Engineering Flight. The Elements are the Space Launch Delta 45 (SLD 45) single office for program management, project planning, facility planning and utilization, energy management as well as requirements integration throughout Florida. Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Plan, organize, and direct the activities of the organization, ensuring that engineering, planning and program development work complies with legal and regulatory requirements and meets customer needs. Perform multidisciplinary professional engineering, planning and/or program development work. Apply a number of diverse practices, techniques, and processes in to perform work involving the application of engineering, planning and programming disciplines. Oversees the development and execution of Engineering budget and preparation of Planning, Programming, and Budgeting System (PPBS) documentation in support of engineering planning and execution.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of multidisciplinary professional engineering, architectural, and/or planning concepts, principles, and practices and familiarity with other engineering related disciplines to include installation planning and program development. Knowledge of a broad range of engineering, architecture, and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management. Knowledge of aesthetic and functional design techniques and skill in preparing project development scoping documents, to include site plans, preliminary drawings, sketches, and Geobase/Autocad mapping and survey data. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
