The primary purpose of this position is to serve as a Budget Analyst in the Installation's Budget Office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities. **THIS IS A TARGET POSITION**

Duties

GS-11 Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request Provides advice, assistance, and guidance on budgeting and related information Conducts analyses, reviews, and special studies of budget and/or related information Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments GS-12 Performs budget execution work Performs budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget years Prepares guidance and provides financial advice on budgetary matters Conduct budgetary analysis and reviews Uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments

Requirements

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements.
  • Position will be developmental to the target grade of GS-0503-12. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-11 Position: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations. OR EDUCATION FOR GS11: I have successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources. NOTE: You must submit a copy of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS11: I have successfully completed some of the education described. Therefore, my combination of education and specialized experience provided me with the knowledge, skills, and abilities necessary to do the work of this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR GS11: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. GS-12 Position: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-11 KSA's Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro- rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. GS-12 KSA's Knowledge of structure, programs and work methods of organization(s) for budgeting work. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies and guides to formulate, justify and execute assigned budget in support of the ACC mission, structure, goals, work processes and programs. Detailed, intensive knowledge of the agency budget policies, precedents, regulations and guidelines. Knowledge of computerized budget systems. Skill in selecting and applying a variety of analytical methods and techniques to budgetary processes to analyze and evaluate the effects of changes in program plans and funding, develop alternatives and make recommendations to resolve budget/funding problems and conduct studies and analyzes. Ability to communicate clearly and effectively both orally and in writing to justify, defend, present and/or budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
