The Chancellor (Associate Deputy Assistant Secretary-equivalent) of the Veterans Affairs Acquisition Academy (VAAA) reports to the Executive Director for Acquisition and Logistics.

Duties

1. Serves as the principal advisor to the Executive Director, OAL and exercises senior executive direction and leadership over all aspects of the VAAA. 2. Builds and sustains educational partnerships with federal government/agencies, the private sector, and other educational/universities when appropriate. 3. Responsible for curriculum development and currency, academic research, course development, and program accreditation, possess expertise leading adult learning, applying skills to garner approval of training curriculum meeting criteria/standards leading to a fully accredited education environment. 4. Collaborates with external and internal stakeholders to ensure alignment and compliance with VA CIO network and cybersecurity/IT requirements when delivering training. 5. Provides recommendations on appropriate budget and programming activities. 6. Interacts regularly with VA counterparts and Industry Chief Learning Officers in support of curriculum development, academic research, and outreach.

Requirements

  • One year probationary period required for initial SES appointment.

  • VA structures its SES positions into pay bands. This is a pay band 2 position and the salary range is $147,649 to $214,300. Exceptions to the cap of the range may be considered in certain circumstances.
  • The work environment are offices located in a 2 story office building, with an elevator and restrooms on each floor, and there are classrooms, meeting, and conference space.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative response to each of the following ECQs and include your name on each page. Applicants should use the Challenge, Context, Action and Results (CCAR) model below when responding to each ECQ: Challenge. Describe a specific problem or goal. Context. Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale, etc). Action. Discuss the specific actions you took to address a challenge. Result. Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Your narrative response should not exceed 10 pages, be typed in 12 point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ and draft your ECQs in a Word document before uploading into the system to ensure these guidelines are met. TQ1: Demonstrated experience managing and directing an accredited training and professional development institutions/academy for adult learners focused on training methodologies related to acquisition, supply chain, logistics, program/project management, leadership competencies/skills, critical thinking, and other professional development growth areas. Technical expertise where you have led or participated in garnering approval of training curriculum meeting approved criteria in the Standards for Accreditation a fully American Education Standards Accredited environment leading and managing all aspects of an educational institution/academy focused on adult learning. TQ 2: Demonstrated experience managing and directing an educational institute/academy to assure access to quality training and professional development, aligned with departmental strategic priorities, utilizing emerging technology to deliver various training modalities, competency/skills knowledge assessments, and industry best business practices related to adult learning.

Education

Basic Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.
  1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
  2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
  3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
  4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
  5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
  6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
  7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
  8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
