Duties

WHAT IS THE TAXPAYER SERVICESDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Services Customer Assistance, Relationship and Education The following are the duties of this position at the full working level. Develops leveraged partnerships with state and local/community organizations, as well as state and local government entities that serve targeted taxpayer populations. Utilizes consultative sales skills to develop leveraged partnerships. Serves as the Relationship Manager for these partnerships and coalitions in order to ensure effective delivery of outreach, education and free tax preparation programs. Communicates key program messages, supports partners with program delivery, and monitors compliance with program quality standards. Develops, recommends and implements marketing plans, including targeted key messages, information dissemination methods, and optimum communication vehicles. Develops and recommends effective, research driven marketing strategies for agency programs, products and messages. Working with leveraged partners, reviews and analyzes taxpayers' financial information to recommend alternatives for filing and payment of federal taxes. Independently reviews tax liability issues, reviews data, identifies and addresses potential tax issues; explores issues to determine nature, scope and direction of inquiries; evaluates alternative courses of action to resolve issues/problems; develops marketing plans and products. With some guidance, plans, prepares and conducts, or arranges for leveraged partners to conduct, a variety of innovative and customized seminars, speeches, workshops and feedback sessions that highlight IRS benefits emerging issues and new legislation to targeted audiences. Delivers objectives through a portfolio of partners, requiring customized marketing strategies to promote voluntary compliance. Collaborates with partners and others to assess the effectiveness of local marketing efforts. Provides feedback and recommendations to management and partners regarding marketing events, marketing program effectiveness and additional needs for marketing products and/or communication vehicles. Coordinates activities to plan and resolve unusual or controversial issues regarding marketing/promotional ideas. Coordinates with area and headquarter offices on marketing program development and implementation. Provides support to product development.

Requirements

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-11 Level: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal Service. Examples of specialized experience includes Experience with the development and promotion of materials and services to customers or internal/external stakeholders, through the planning and implementation of marketing and communication plans, to inform and educate customers, taxpayers, and/or partners on various matters; Experience establishing and maintaining effective relationships, making oral presentations, and producing written products. OR PH.D. or equivalent doctoral degree in a related field of study. OR Three full academic years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study from an accredited college or university. OR LL.M. if related OR A combination of qualifying graduate education and experience as described above. For more information on qualifications please refer to OPM's Qualifications Standards.
