About the Position: This is a TERM NTE 13 Months position.
As Executive Staff Assistant to the Army Test and Evaluation Office (TEO), responsible for a wide range of sensitive, confidential and complex functions in the framework of established policy and regulatory guidance that directly affect the Secretary of the Army and the organization. Incumbent provides managerial continuity for TEO.
Duties
• Uses knowledge of the theory and principles of management and organization, administrative practices and procedures, channels of communication, and organizational structure to assess and evaluate staffing requirements and assign staff.
• Establishes, prioritizes, initiates, and monitors all agency administrative actions.
• Incumbent reviews correspondence from SecDef, SecArmy, Army Staff, Congress and its staff and the general public. Primary point of contact with all external agencies.
• Serves as the Mission Partner Identity, Credential and Access Manager (MP ICAM) for non-government employees.
• Serves as the timekeeper for Time and Attendance of Army Test and Evaluation Office (ATEO).
• Responsible for developing strategies for internal and external integration of day-to-day and long-range projects and activities.
• Evaluates administrative practices and procedures to determine operational effectiveness and efficiency.
• Analyzes problems of administrative matters and recommends solutions.
• Uses expert knowledge of protocol at Secretariat level including correct channels for official communications as well as a thorough knowledge or proper preparation and handling of material in accordance with security requirements.
• Provides oversight and administrative control over an array of protocol activities, to include dissemination of events and executive scheduling.
• Incumbent carries out high priority and special assignments by developing critical background information, conducting coordination, assessing data and feedback, reconciling conflicts, and developing recommendations for action.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position is eligible for situational telework only, including emergency and OPM prescribed “unscheduled telework”.
- One year trial period may be required.
- Incumbent may be required to perform occasional Temporary Duty Travel (TDY).
- Incumbent must obtain and maintain a Secret clearance.
Qualifications
Position may be filled as a term appointment Not-To-Exceed 13 Months. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

Specialized Experience: One year of specialized experience which includes 1. Developing strategies for internal and external integration of day-to-day and long-range projects and activities. 2. Providing administrative control over an array of protocol activities, to include dissemination of events and executive scheduling. AND 3. Evaluating administrative practices and procedures to determine operational effectiveness and efficiency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02).
