The Personnel Security Assistant will be assigned to one of the PIV Offices within VISN 22 Desert Pacific Healthcare Network. The primary purpose is to perform and support security-related functions such as Network Personnel Suitability and Credentialing.

Albuquerque, NM: $39,993 to $64,405 Per Year
Loma Linda/Los Angeles, CA: $46,020 to $74,110 Per Year
Phoenix, AZ: $41,338 to $66,570 Per Year
Prescott, AZ: $39,576 to $63,733 Per Year
Tucson, AZ: $40,288 to $64,879 Per Year
Duties
NOTE: The first 50 qualified candidates will be referred to the Selecting Official. Additional candidates will be referred based on hiring needs.
The Personnel Security Assistant serves as an Assistant to the Personnel Security Specialist and assures that all appointees have the appropriate level of security/suitability clearance commensurate with their assignment. Work assigned is of a very confidential and highly sensitive nature.
Major duties may include, but not limited to:
Reviews information submitted by the requesting office to validate level of background required, enters appointee information into a local data base tracking system and refers appointee for fingerprinting.
Enters appropriate data in required databases related to an appointee's suitability from a wide variety of sources.
Performs audits of official personnel folders to assure that information related to suitability is properly recorded and filed.
Initiates, reviews and releases appointees background investigations in the Office of Personnel Managements, National Background Investigation Service (NBIS) or in conjunction with the VA- Adjudication Center.
Regularly monitors the status of specific pending items, compiles data to produce reports, follows up to determine status and records results.
Takes and transmits electronic fingerprints for appointees or when the Federal Bureau of Investigation (FBI) returns fingerprints unclassifiable for various reasons.
Assemble position descriptions and functional statements for the Personnel Security Specialist for review.
Serves as the initial point of contact for new appointees including but not limited to paid or without compensation employees, volunteers, students, residents, and contractors.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m. (Hours may vary to cater Pacific or Mountain Standard Time based upon Service Line's Needs)

You may qualify based on your experience and/or education as described below:
GS-05 Personnel Security Assistant
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the Federal service. Examples of specialized experience would typically include, but are not limited to:
Experience in applying knowledge in a variety of assignments involving different and unrelated steps, processes, or methods.
Identifying and understanding the issues involved in each assignment and determining what steps and procedures are necessary and the order of their performance.
Completion of each transaction typically involves selecting a course of action from a number of possibilities. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four (4) years above high school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
GS-06 Personnel Security Assistant
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in in working independently within the framework established by leadership in carrying out recurring assignments such as obtaining, inserting, and correcting missing and incorrect data in Personnel Security files and automated systems;
Following established procedures or instructions that specifically describe how the work is to be done and the kind of modifications or exceptions that can be made.
GS-07 Personnel Security Assistant
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in applying knowledge of the regulations, policies, procedures, principles and concepts that govern the personnel security.
Experience in providing oral communication in order to provide technical advice and guidance to customers.
Entering, extracting, and evaluating employee information via access to various computer databases.
Knowledge in how to deal with highly charged emotional situations and have the ability to work calmly and effectively in sensitive, stress producing situations.
