This position is a Realty Officer, GS-1170-14, working in Falls Church, Virginia, for the R9-Division of Realty.
Duties
As a Realty Officer your duties will include but are not limited to the following:
Participates with the National Wildlife Refuge System (NWRS) leadership team in interpreting and implementing legislation and legal decisions and assessing their impact on NWRS Realty program.
Reviews, formulates, and influences the establishment of plans, programs, and procedures of national scope.
Develops position papers, prepares reports, presents briefings, and reviews and edits summaries of plans and accomplishments for the Directorate.
Provides information at meetings and conferences at the State, Regional, and National level.
Serves as a real estate expert consultant to the NWRS leadership team and Directorate and immediate staff by directing and coordinating overall operations of the total Realty function necessary to accomplish National goals and objectives.

In order to qualify for this position, you must possess the Minimum Qualifications.
Minimum Qualification GS-14:
One (1) year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service. Specialized experience must include: 1) Delegating tasks based on priorities, with selective assignment consideration of difficulty, requirements, and capabilities of employees; 2) Serving as realty consultant and technical advisor providing guidance on the most complicated realty program issues; and 3) Serving as a realty expert responsible for developing relationships and partnering with organizations involved in realty work that is critical to the goals and mission of an organization.
NOTE: There is no substitution of education for specialized experience at the GS-14 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method.
