The VA Northeast Ohio Healthcare System is actively recruiting for a Supervisory Social Worker within the Housing and Urban Development - Veterans Affairs Supportive Housing (HUD-VASH) Program. The incumbent will assist the HUD - VASH Coordinator with the professional and administrative management of the HUD - VASH Program which provides distribution of housing vouchers and case management services for veterans who are homeless with a priority for chronic homelessness.

Duties

The incumbent in this position is responsible for a limited caseload (determined by the Program Coordinator) of Veterans enrolled in the HUD-VASH program. They have full responsibility for the care coordination and case management of the Veterans on this caseload including, but not limited to screening, admission, treatment planning, care coordination, clinical interventions, referral and resourcing, discharge, and crisis intervention. The Supervisory Social Worker duties include, but are not limited to: Performs the administrative and personnel management function relative to staff supervised. Establishes guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Works to resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Manages HUD - VASH cases porting in and out of the catchment area. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2024. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensed or certified by a state to independently practice social work at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Supervisory Social Worker, GS-12 (1) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. (4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. Preferred Experience: Knowledge of coordinated entry systems; experience with homeless population The full performance level of this vacancy is a GS-12. Physical Requirements: Incumbent will need to have the ability for rapid mental and muscular coordination, correctable vision, hearing with or without aid, depth perception, ability to distinguish basic colors and emotional and mental stability. This position requires operation of a government-owned or - leased motor vehicle to properly carry out assigned duties. A valid state-issued driver license is required, along with medical clearance by Employee Occupational Health.
