The John D. Dingell VA Medical Center in Detroit, MI is recruiting for a Motor Vehicle Operator. The incumbent transfers patients, employees and visitors throughout the southeastern part of the State of Michigan, primarily in the Metro Detroit area. The incumbent operates vehicles of all sizes, some of which will require a State of Michigan issued Commercial Driver's License (CDL) with P-endorsements due to the number of passengers that will be transported.

Duties

The major duties of the Motor Vehicle Operator will include, but are not limited to: Operating the following vehicles on a regular basis: Sedans (4,000 lb), Mini-Vans (6,050 lb), full size vans with wheelchair lifts (8,500 lb), John Deer Tractor, Model 5525, 105 Hp. 95 PTO Hp., Toro zero turn mower, shuttle passenger bus MGVWR - 25,850 lbs. 25 passengers, dual use vehicle - handicapped passenger bus MGVWR-32,000 lbs. 34 passenger (CDL required), emergency multi-use vehicle MGVWR-39,420 lbs. (CDL required), Bobcat Tool Cat 5600 F-Series vehicles and attachments, 3/4 ton trucks with snow plow, and emergency management trailers MGVWR over 10,000 lbs. (CDL required). Transporting employees throughout the southeastern part of the state of Michigan, primarily the Metro Detroit area. Operating vehicles of all sizes, some of which will require a state-issued commercial driver's license (CDL). Maintaining an accurate log sheet of all motor vehicles. Completing a pre and post operator check of vehicles and equipment for proper fluid levels (water, windshield washer, oil, brake and transmission) whenever required for use. Completing a check of air pressures, conditions of tires, etc. Abiding by all state and local traffic rules, regulations and exercises appropriate precautions for the safe operation of all motor vehicles and equipment in the safe transportation of passengers. Completing all motor vehicle tickets. Performing preventive maintenance duties set up by the facility and the General Services Administration. Driving Requirement: People working in this position must possess a valid driver's license to include a State Operator's Permit and Commercial Driver's License (CDL) with P-endorsement. Work Schedule: Monday - Friday, 12:00pm-8:30pm; may be subject to emergency call-in or off duty-hours in order to accomplish the needs of the service Position Description Title/PD#: Motor Vehicle Operator/PD91049A Critical Skills Incentive (CSI): Not Approved Relocation/Recruitment Incentives: Not authorized

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2024. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Operation of Motor Vehicles Work Practices (includes keeping things neat, clean and in order) Ability to Interpret Instructions, Specifications, etc. (related to mobile equipment operation) Ability to Drive Safely (Motor Vehicles) Reliability and Dependability as a Motor Vehicle Operator Driving Requirement: People working in this position must possess a valid driver's license to include a State Operator's Permit and Commercial Driver's License (CDL) with P-endorsement is required to operate a vehicle that carries over 15 passengers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Must be alert at all times to prevent accidents when driving. Many patient transportation trips are made in congested traffic and under hazardous road conditions. Position requires heavy lifting (50-80 pounds), pushing and pulling as necessary to load/unload patient supplies and materials. Work is performed inside buildings and outdoors. Outdoor work exposes the incumbent to long periods of extreme temperatures, humidity, and moisture during all types of seasonal weather phenomenon. Incumbent is exposed to excessive quantities of dust, dirt, grease, gas, oil and fumes produced by motor vehicles and surrounding environment.
