This position is located within VA Altoona in the Social Work Service Line. The Social Worker (Service Chief) is responsible in providing supervision to social work service staff members of different grades. Limited direct patient care that oversees more than 30+ social work staff that are located at the main facility and at five Community Based Outpatient Clinics (CBOCS) located within the Medical Center's service territory.

The Service Chief is responsible for designing the mission and vision of the Service, developing the scope of practice and/or privileging packets for all social workers, designing a Social Work service Plan of Care and assuring implementation of quality improvement measures. Incumbent is responsible for developing, planning, clarifying, administering and managing Social Work Services for all areas of the Medical Center. Incumbent will designate service priorities and objectives, ensures the supervision and evaluation of all social work staff and is responsible for supervising and evaluating the performance of the social work supervisors. The Service Chief serves as a liaison to other Services or care-lines, other facilities, VISN offices and VHA Central Office.
Major duties include, but may not be limited to:
Ensures provision of social work services and /or case management services in a variety of inpatient and outpatient program areas and clinics.
Collaborates with others in negotiating deciding upon and/or coordinating social work related changes affecting other programs.
Ensures Social Work Service will participate in the planning, implementation of treatment programs within area of practice.
Reviews information pertaining to the social work program from a variety of sources and identifies requirements which must be expressed in medical in medical facility written policies and procedures, draft such statements or assigns tasks to subordinates to insure their completion.
Performs or assigns responsibility and reviews, the results of Social Work Service internal evaluations for program effectiveness..
Responsible for employee selection, promotions, work planning and organizing, compliant/grievance resolution, dealing with administration of labor management agreements and processing other managerial duties directly or through appropriate delegations.
Responsible for determining appropriate level of staff qualifications and expertise necessary to assure accomplishment of Social Work Service Programs.
Exercise both administrative and professional accountability and responsibility for all social workers who are in the Social Work GS-0185 series.
Determines personnel, equipment, space, supply needs upon program goals.
Provides direct patient care services
Performs other duties as directed.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the 4 accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Grade Determinations:
GS-13 (Above the full performance level)
1. Experience/Education: One year of experience equivalent to the GS-12 grade level. The chief social work service must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration demonstrating progressively more professional competency skills and judgment. May have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
2. Licensure/Certification. Individual must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
3. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
Skill in administrative and supervisory duties which includes personnel actions, clinical supervision, consultation, negotiation with other departments, and quality improvement.
Skill in applying legal, ethical, and professional standards applicable to social work practice.
Skill in developing, maintaining, and managing social work services in all settings.
Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care.
Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements
