This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Realty Specialist and Real Property Accountable Officer (RPAO).

Duties

Responsible for all real property assets, and the assignment and utilization of space on U.S. Army Natick Soldier Systems Center (NSSC). Participates in aspects of real property lifecycle as it relates to acquisition, utilization, transfer, disposal, and management of Army installation real property. Studies appraisal reports, tract maps, and other information on file to become thoroughly familiar with property, ownership, and other conditions. Coordinates with the Corps of Engineers for the preparation of all real estate planning studies and design memoranda to establish the Installation's recommendations. Manages real property assets owned, leased, or held by the Natick Soldier Systems Center. Maintains the Department Directorate of Public Works (DPWs) portion of the Army Stationing and Installation Plan (ASIP) and the Real Property Planning and Analysis Systems (RPLANS). Responsible for the assignment of all space on Natick Soldier Systems Center and updating the Enterprise Pro-active Real Property Interactive Space Management Systems (ePRISMS) database, accordingly. Develops the Installation Facility Reduction Program, a five-year plan of facilities that will be demolished because they have exceeded their useful lives or they are excess, for the installation.

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) experience with non-housing real property out-grant management program to include leases, licenses, easements, permits, rights-of-entry and right-of ways for land, buildings, utilities, roads, private development, public use, etc.; 2) preparing and assembling data to support acquisition or disposal of non-housing real property; 3;) developing short and long-range spatial management and stationing plans; AND 4) entering and/or extracting data in an automated financial accounting system/resource management system such as General Fund Enterprise Business System (GFEBS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
