The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assignd by a supervisory and ensures that subordinates completed assigned work consistent with trades and labor standards.

Duties

- Leads a team of trades and/or labor workers. - Performs work. - Plans and lays out work from blueprints, sketches, specifications, and work orders. - Performs preventive maintenance services.

  • Must attain and must maintain a California State Water Distribution License Dl-3, and or California State Water Treatment License Tl-2, ABPA or AWWA Backflow Certification, and Wastewater WWl-3.
  • Must attain and must maintain all career field related licenses/certifications which are directed by California State laws TAW Title 22; Water Distribution, Water Treatment, ABPA or AWWA Backflow Certification, and Wastewater Operator.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
  • May occasionally be required to work other than normal duty hours
  • The employee shall enroll in career field related continuous education courses every two years to meet California State training requirements deadlines.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4200, Plumbing and Pipefitting Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of the position without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Working knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s). 2. Knowledge of safety regulation, practices, and procedures. 3. Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led. 4. skill in performing the trade and/or labor work of the group being led. 5. Ability to lead a team of three or more labor or trade employees. 6. Ability to plan and organize work assignments to include determining resources required to accomplish mission. Physical: Frequently handles objects weighing 50 pounds and occasionally carries objects weighing 45 pounds and over for considerable distances due to off road environmental restrictions. Required to push, pull, reach, walk, stand, crawl, kneel, bend, and work in cramped positions over and under machinery of all types for sustained periods of time. Working Conditions: Work is performed both interior and exterior of all industrial facilities. Interior industrial facilities areas are adequately lighted, ventilated, and heated. Floor and deck surfaces are sometimes uneven, oily, and slippery. Frequently exposed to moving objects and sharp edges with the possibility of cuts and bruises, and to noise and vibration from machines. Subject to burns from chemicals. Occasionally, climbs and works from ladders and scaffolding, causing exposure to possibility of serious injury from slipping and falling. Potential exposure to hazardous conditions and infectious diseases; exposure to sewer gas, sewer wastewater, contaminated soil, natural gas, fuels, acids, and chemical additives, hazards from infection, dirt, grease, and dampness. Exposure inside confine spaces. Various personal protective devices such as hard hats, hearing protection, kevlar gloves, face shields, respirators, rubber aprons, rubber hip waders, safety shoes, and safety glasses are used. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
