This is a developmental position and the target grade is GS-07 located within Eastern Kansas Healthcare System (EKHCS) Finance Department. At the developmental grade the employee plans and carries out routine work, making minor adaptions to procedures & accepted practices, & handling unexpected conditions arising in the normal course of work. At the target grade the employee, must possess the knowledge, skills, and abilities in Accounting, Employee Travel, and perform duties as an Agent Cashier.

Incumbent responsibilities may include, but are not limited to:
Preparing, reviewing, and processing financial documents regarding purchase orders, travel authorizations, temporary receipts, payments, and miscellaneous accounting documents.
Review and necessary action in connection to daily, weekly, monthly, quarterly, and annual accounting reports to ensure timely and accurate completion.
Ensuring accounting elements are correct on funding documents and verify compliance with VHA Financial regulations.
Reviewing and processing incoming daily Finance business.
Reviewing and clearing rejected documents in IFCAP and FMS per VHA prescribed deadline(s).
Completion of assigned reconciliations in accordance with VHA Financial regulation.
Routinely following up on undelivered purchase orders, aged payables, aged credit card orders, and aged VISTA running balance transactions to include submitting corrections and recommended actions.
Correctly documenting and processing journal vouchers, public vouchers, and other transactional Finance data.
Collecting and compiling accounting data in a meaningful reporting format, as needed.
Properly documenting and processing Agent Cashier business such as temporary receipts for cash, check or money order, collecting payment history data, customer service in relation to billing inquiries, debit vouchers, OCTNET scanning and reporting and replenishments in accordance with VHA Financial regulations.
Supporting Accountants, Chief Accountant, AFO and CFO by maintaining various support duties.
Provide assistance with obligating, Beneficial Travel inquiries, Employee Travel accommodations, Agent Cashier coverage, Accounts Payable audit, and Accounts Receivable.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8am - 4:30pm, Monday - Friday

Qualifications

Time-In-Grade Requirement (GS-07): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
Specialized Experience (GS-07): You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Examines/reconciles a variety of accounts using computerized reports; 2) Determine what general ledger account entries are to be made; 3) Arrange transportation for personnel/property by government and/or commercial means. and 4) Communicate effectively face to face with customers/Veterans/employees as an Agent Cashier.
Specialized Experience (GS-06): You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:1) Use computerized accounting systems to enter and evaluate data; 2) Verify accuracy/completeness of data on financial documents; and 3) Read and interpret VHA financial policy, procedures, and handbooks.

Physical Requirements: Mostly sedentary work, minimal lifting of paper files.
