The position serves as a Management Analyst in the Office of the Director. Develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components. Recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments.

Duties

Some major duties are listed below, and are conducted with minimal supervision. Duties include, but are not limited to: Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings. Evaluates, processes, and makes recommendations for effective organizational changes. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information, to investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Serves as a liaison between VBA District Offices and the RO, coordinating and facilitating initiatives that require team cooperation and action. Handles correspondence and is privy to sensitive employee and labor relations issues such as local negotiations, grievance responses, and disciplinary/performance action drafts and files. Acts with extreme confidentiality and discretion when dealing with highly sensitive employee and labor relation matters for example, disciplinary actions and management strategy in negotiations with labor. Provides local advice and prepares memos for the Director regarding labor management issues, master agreement discrepancies and management's position on such issues such as changes in working conditions or conditions of employment within the Regional Office. Keeps all records and timetables concerning Master Agreement matters for the Director's Office. Utilizes statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. Investigate and recommend solutions to operational and/or managerial problems as identified by the Director and/or Assistant Director(s). Establishes study methods and techniques to be utilized in substantive program studies and audits. Gathers and organizes narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions. Analyzes and evaluates, on a quantitative and or qualitative basis, operations in meeting established goals, measures, and objectives; analyzes and preparing status reports for review at all levels. Analyzes and evaluates on a quantitative or qualitative bases, the effectiveness of administrative functions, training and operations in meeting established goals and objectives. Prepares for the Director's review and signature, a variety of memorandums, letters, and other written communications. Works with the Training Manager by assisting in the preparation and review of the training program. Works with HR Specialists in the formulation of plans and activities to support project implementation. Participates in meetings with union and staff to identify potential problem areas and ensures that managers have the necessary information to communicate changes and their impact to staff. Completes, with supervision, ad hoc assignments as required. These requests are frequently general and unstructured, but priority in nature. Develops and implements facility policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA), and other applicable federal laws and regulations. Maintains a thorough working knowledge of VA/VBA Systems of Records, VA/VBA privacy policy, Freedom of Information Act, Office of Management and Budget, NARA, and other federal laws and regulations. Works to ensure facility compliance with VA/VBA policy, NARA, and other applicable federal laws and regulations for records management program. Identifies and reports problems and deficiencies in the records management program for corrective action. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. The grade may have been in any occupation but must have been held in the Federal service. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is demonstrated experience in understanding and applying agency procedures and regulations; experience in assisting senior leaders with daily tasks and preparing for presentations and meetings; experience in working in a team setting; and demonstrated ability to timely complete multiple tasks and duties. Examples of specialized experience would typically include, but are not limited to: A thorough knowledge of advanced management and organizational principles and practices. A broad knowledge of the Regional Office's operational and managerial practices. Quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Demonstrate expert communication skills to present and articulate findings to upper level management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Position is sedentary. Some standing, walking, bending and light lifting may be required.
