The role of the Women Veterans Program Coordinator is to assess the need for services for women veterans and implement services for eligible women veterans as well as provide oversight to ensure that identified needs are met. The duties and responsibilities are carried out throughout the medical center including all clinical and other patient care areas involved with providing diagnostic and treatment services to women veterans.

Duties

Major Duties include but are not limited to the following: Leading the overall delivery of care and services for the growing population of women Veterans, including through program management, strategic planning, advocating for women Veterans, cultural transformation, policy on women Veterans, business planning, staff training, environment of care and capital assets, outreach, partnerships with special populations, contracting review, care in the community, and collaboration with services (including diagnostic, emergent and urgent care, primary care, and specialty care). Providing oversight of the Women Veterans Program and working closely with the Women's Health Medical Director to form the foundation of the women's health team at the facility level. Serving as Chair of the Women Veterans Health Committee at facility level. Providing expertise and guidance specific to women Veterans for facility-wide strategic goals and objectives and executing comprehensive planning for women's health that improves the overall quality of care provided to women Veterans and achieves program goals and outcomes. Serving as an advocate for women by working closely with Veteran Experience Office (Patient Advocate Office) to facilitate problem resolution and women Veteran satisfaction. Collaborating with facility leadership on culture transformation to create a safe, secure, and respectful environment for women Veterans to receive care. Participating in the review of the physical environment; including: Identifying deficiencies and opportunities for improvement and work with facility leadership, facility planner, and other staff to ensure that new construction and renovations are appropriate to meet the needs of women Veterans; and Exercising direct authority to sign off on renovation, construction design and architectural plans. Collaborating with facility leadership to ensure local implementation of national policy related to women Veterans and reviewing and providing input on all facility policies as they are created or revised to support the needs of women Veterans. Collaborating with fiscal and facility leadership to advocate for resources to support programs to meet the needs of women Veterans. Collaborating with the Education Department and/or Designated Learning Officer to identify and address training needs for facility staff specific to women Veterans and promoting national and local educational programs for women's health providers and other staff. Collaborating with facility and community stakeholders to develop a comprehensive outreach plan that includes increasing public awareness of services available for women Veterans; networking to enhance community engagement with non-VA stakeholders; and increasing market penetration. Partnering with special population coordinators and program managers to ensure the needs of women Veterans are addressed across the health care system. Collaborating with facility leadership and local contracting staff to review applicable facility contracts related to women's health, including for all CBOCs, health network providers, diagnostics services, as they are created or revised to ensure they meet the requirements that are consistent with national women's health policy. Collaborating with facility leadership and internal and external partners to ensure that timely access to necessary care in the community is provided Collaborating with facility leadership to ensure that high quality and gender specific diagnostic services for women are available in a timely manner at all points of care and ensuring processes are in place for timely patient notification and coordination of care as indicated. Collaborating with various services to ensure the needs of women Veterans are met in a comprehensive manner consistent with national policies, including with: Emergency care and other leadership to ensure that emergent and urgent care needs of women Veterans are met in a comprehensive manner consistent with national policies; Primary care leadership and women's health primary care providers to provide programmatic consultation; and Surgery service, mental health services, and other specialty care services. Work Schedule: Monday - Friday; 8:00 am to 4:30 pm. Occasional evening and weekend tours may be required to support the mission and outreach efforts. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. Education and experience: The individual must meet at least one of the requirements below: Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. Doctorate degree in physical therapy. NOTE: Prior to 1995 the terminal degree for PT's was either a bachelors or master's degree. In 1995 CAPTE accredited all baccalaureate, master's, and Doctor of Physical Therapy terminal degree programs. Effective 2002, CAPTE changed its scope of accrediting activities of PT education programs to include only those programs that culminate in postbaccalaureate degrees(eliminating the baccalaureate degree). Effective 2015, professional physical therapy education programs have only offered the Doctor of Physical Therapy (DPT) degree to all new students. NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org Licensure: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. NOTE. Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetency or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the state for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed physical therapists on VA rolls as of November 30, 1999, provided the individual maintains a continuous appointment and is not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Physical Therapist (Program Coordinator): Experience: In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs. Demonstrated Knowledge, Skills, and Abilities: 1. Ability to apply advanced knowledge of contemporary physical therapy within specialty area to provide clinical guidance, training or education for internal and external stakeholders. Ability to serve as a consultant within the assigned program area for intra-agency and interagency planning and to provide service coordination to optimize program continuity, efficiency and effectiveness. Knowledge of and skill in management, administration and/or education methodologies. This includes the ability to monitor and track data, utilize available resources effectively, evaluate program quality, and generate reports for local, and/or VISN and/or VACO leadership. Ability to develop and coordinate treatment and/or educational programs within a concentrated field or specialty area, such as, but not limited to, amputee, spinal cord injury, chronic pain, student clinical education/residency programming, polytrauma/traumatic brain injury. Ability to establish and maintain collaborative relationships within department and with other departments or affiliated programs. Ability to guide the work of a multi-disciplinary team.
