Duties
Serves as the medical records administration trainer and auditor for a Military Treatment Facility (MTF).
Responsible for auditing the use of International Classification of Diseases 10th Revision Clinical Modification (ICD-10-CM), Current Procedural Terminology (CPT), and Healthcare Common Procedure Coding System (HCPCS) code assignments.
Trains coders, providers, and other professional staff on coding guidelines for the MTF and outlying clinics as the subject matter expert for ICD-10-CM, CPT and HCPCS coding.
Identifies coding problems by reviewing inpatient and outpatient audit results or by auditing inpatient or outpatient encounters using multiple systems.
Performs technical work of coding in absence of Medical Records Technicians and/or contract coders, or when significant backlogs occur.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Incumbent must be able to obtain and maintain at least one of the following credentials/certifications:
- Certified Coding Specialist (CCS), Certified Coding Specialist Outpatient (CCS-P), Certified Professional Coder-Hospital (CPC-H) Certified Professional Coder (CPC), OR
- Registered Health Information Technician (RHIT), or Registered Health Information Administrator (RHIA). Annual coding credentials must be maintained.

Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes auditing or reviewing medical data to ensure facility compliance with established coding guidelines; developing or conducting coding training; and advising management on coding and billing regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Health Care Administration or Health Care Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
