You will serve as a PURCHASING AGENT in the MARINE CORP RECRUITMENT COMMAND of 4TH MARINE CORPS.

Duties

You will review and edit purchase requests to ensure the item or service is adequately described based on the requester's need; and ensure all information has been provided and the request is consistent with local and area policies. You will advise requestors on purchases, policies, methods of procurement, and issues with a potential conflict on competition; advise on the best methods of procuring complex, specialized, scientific equipment not normally found on the open market. You will conduct open market negotiations and makes competitive or sole source small purchases for complex, non-routine scientific equipment and/or services not commonly available on the open market. You will collect data to determine price reasonableness for new items, prepares detailed written solicitations, and tailors special terms and conditions. You will prepare written solicitation for purchases estimated to meet and exceed the requirements in Federal Business Opportunities to solicit specific sources, build vendor questions, post amendments, and publish solicitation and award notices. You will use Federal and MCD/region acquisition regulations, federal property management regulations, internal procedures and guidelines, and other references to identify possible sources and other pertinent information.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-06) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing software, purchasing/tracking inventory and price negotiation through the Government Purchase Card Program as well as other software programs (e.g. Wide Area Workflow, Purchase Request Builder, Global Combat Service Support Systems).
