This position is in the Office of the Director, Mental Health Service Line, St. Cloud VA Health Care System, St. Cloud, MN. Incumbent serves as service line data analyst and back up computer specialist in the implementation and maintenance of computer applications utilized within the service line. Serves in a support role to other program management and supervisory personnel within the Mental Health Service Line.
Duties
Major duties and responsibilities include but are not limited to:
Organizational Study Support 85%:
Assists analysts or managers in performing analyses and/or evaluation of operating program characteristics.
Conducts portion of organizational surveys in a wide variety of organizational actives.
Obtains, organizes, files, and retrieves reports, correspondence, and numerical data for use in preparing status reports, briefings, and presentations.
Analyzes workflow to determine potential problem areas and makes recommendations to correct these areas and to improve coordination between the various units and/or offices.
Measures progress and effectiveness of operations against objectives.
Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes.
Provides advice and analysis regarding various reports.
Analyzes local automated data bases, corporate data bases, and reporting systems to provide information to be used in the evaluation and analysis of clinical program effectiveness and efficiency.
Develops recurring and non-recurring reports that provide data to be used by management in decision making.
Serves as the Records Management Officer for the Mental Health Service Line, assisting employees with the storage and maintenance of their records.
Customer Support 15%:
Provides back up support to the Automated Data Processing Applications Coordinator (ADPAC) for the Service line.
Responding to inquiries regarding equipment status, problems, operations, and software applications used within the service line.
Performs troubleshooting functions on Automated Data Processing (ADP) equipment and network problems.
Oversees installation, maintenance, and repair activities and works with local IRM staff in implementing and maximizing hardware configurations to meet changing ADP needs of the service.
Assists users and IRM staff in troubleshooting and correcting problems with equipment and communications.
Supports service line management with identification and prioritization of peripheral equipment needs related to service fine goals, strategic plans, and funding availability. Assists in planning future equipment needs for the Service, developing and submitting an annual needs assessment to IRM.
Assesses training needs and provides new employee and ongoing/as needed training related to updates and modifications to existing software programs, newly introduced hardware components utilized within the service line, and Automated Information Security (AIS) procedures.
Prepares competency-based training plans and develops appropriate instructional materials for distribution to staff.
Ensures staff enrolls in computer classes, which are pertinent to their job, and provides interim training in the event the classes are unavailable.
Performs other related duties as assigned.
Work Schedule: Monday - Friday 8:00am - 4:30pm, evening and weekends maybe required

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, providing customer service related to daily business operations; using computer software programs such as Microsoft Outlook, PowerPoint, Excel and Word to prepare reports, correspondence, presentations, and briefings in various formats; presenting data to various organizational levels; providing orientation, training and guidance to staff (clinical and nonclinical); collecting and managing data and various databases; preparing required forms to enter data into a computerized system.

Preferred Experience: Experience with Mental Health, Administrative, Memorandums, Policies, and Process Improvement Projects
Physical Demands: The work requires no special physical demands. It may involve some walking, standing, bending, or carrying of light items.
Work Environment: The work is performed in an office or similar setting requiring normal safety precautions against everyday risks or discomforts.
