About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Serves as the focal point, recognized expert advisor, and senior engineer/computer scientist. This position is located at NETCOM Future Operations Operational Engineering Division, Fort Huachuca, AZ.
Duties
Serves as the senior engineer/computer scientist, providing technical direction, planning, and leadership for SPECIALTY AREA in support of the DoD Information Network-Army (DoDIN-A) Enterprise network/systems information systems.
Provides expert network/systems advice and consultation resolving unusually complex problems associated with development, design, standardization, integration, securing, and sustainment of current and next generation information systems.
Plans, directs, and conducts projects of broad scope and unusual complexity. Typically, projects are large, complex, involve state-of-the-art issues and the integration of information and systems security.
Serves as a technical expert to deploy new and/or modernized IT capability and services and ensure assigned IT platforms are in compliance with higher authority policies and guidelines.
Develops objectives in concert with management, provides technical advice and assistance for ARCYBER/NETCOM mission involving support to ensure Command, Control, Communications, Computers, and Information Technology (C4IT) requirements are satisfied.
Serves as senior expert engineer/computer scientist responsible for total information systems engineering in the design, implementation, operation, integration, testing, securing, and sustainment of IT systems and networks for Army requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- A Top Secret/SCI security clearance is required.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency situations (natural or man-made disaster) you will be required to report to or remain at work to support mission operations.
- This position may require shift work to provide coverage on evenings, weekends, holidays, or special situations.
- Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.
- Required to complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM8140.03 Cyberspace Workforce Qualification and Management Program dated 02/15/23.
- Incumbent must maintain Level III , Privileged Access to all required IT networks.
- Temporary Duty (TDY) travel may be required up to 25% of the time.

Basic Requirement for Computer Scientist:
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
Basic Requirement for Computer Engineer or Electronics Engineer:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Specialized Experience: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Preparing technical reports and briefings for information systems or networks; Providing technical advice and direction for communications and information system capabilities such as automation, telecommunications, IT applications, and associated information systems equipment, networks, security systems, virtualization, operating techniques, cloud computing, and security methods and/or procedures; Leading teams in the development, integration, securing and implementation of systems and/or network capabilities and associated security management procedures; Providing technical solutions and resolving problems associated with development, design, standardization, integration, securing, and/or sustainment of information systems and networks.
