THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (DIRECTOR OF OPERATIONS) (TITLE 32), Position Description Number D1886000 and is part of the NC ANG, National Guard (JFHQNC-J3/ Position No. 1056992).

Duties

As a PROGRAM MANAGER (DIRECTOR OF OPERATIONS), GS-0340-13, you supervise federal and state civilian employees, National Guard technicians, and military personnel located in the various subordinate units; plan, organize, and oversee the activities of the J-3; exercise supervisory personnel management responsibilities; represent TAG (Joint Force Headquarters Commander) on J-3 issues with a variety of state and National Guard organizations; may supervise the intelligence and security functions of the JFHQ; manage the various missions within the Directorate; serve as the primary staff officer for the formulation of plans, policies, and the programming and budgeting data pertaining to operations and security; direct the preparation of state plans, focusing on synchronization of resources for national and international goals and objectives using National Military Strategy, Department of State, Department of Defense, Army & Air Planning Guidance, and National Guard Bureau directives as guides; oversee a variety of complex, interactive database systems and automated programs in support of program execution; oversee the management of the coordination for support of training, operations, and organizational functions in readiness and immediate military response to natural or manmade situations and emergencies; oversee the management of the joint state counterdrug program through management of resources and coordination with federal, state and local law enforcement and drug reduction agencies; manage the State Objective Force Structure Allowance System by functioning as the primary change agent assessing current and future command plans and programs; manage the joint aviation and air support operatives.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • May be required to successfully complete a probationary period.

Qualifications

Military Grades: Officer (Capt/O3 to Lt Col/O5) Minimum Requirements: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months at the next lower level (GS-12) experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
