About the Position: Serves as a senior Program Analyst in the Programs Management Branch, Programs and Project Management Division (PPMD) responsible for reviewing, analyzing and evaluating program trends and accomplishments and evaluating the effectiveness of current and projected programs. The programs involve studies, planning, design and construction for a wide variety of projects funded by Civil Works and Support for other appropriations.
Duties
You will serve as a senior Program Analyst in the Programs Management Branch, Programs and Project Management Division (PPMD).
Oversees and/or inputs data into the Civil Works Financial Management System (CEFMS), P2 Oracle Financial Analyzer (OFA), and Civil Works - Integrated Funding Database (CW-ID) for assigned programs or projects.
You will be responsible for a variety of special studies, reports and schedules related to financial management, program cost analysis, annual/multi-year/long range fiscal planning, and development of annual work plans.
Reviews and ensures accuracy of project justification sheets, project data sheets, project schedules, project status maps and other budgetary documents as appropriate.
You will provide advice and guidance to management, Program and Project Managers and subordinate Program Analysts in the interpretation and application of procedural guides and policy directives concerning Civil Works programming and budget.
You will assist the organization with programming, analysis, and control of funds; evaluates program funding plans and their execution, identifying actual or potential problem areas.
Analyzes information gathered for the budget submission and assures all documents used are in support of submission are in conformance with one another and guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Temporary Duty Travel (TDY) of 15%.
- This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
