About the Position: Located in a high profile and fast paced environment. Is an office setting but will require engagement with staff and attendance at various organizational meetings and functions (walking to various offices throughout the MTF frequently). Parking at WRNMMC is very limited and is primarily first come, first serve. The use of commuting alternatives is highly recommended. Telework eligible in accordance with Agency Policy.

Duties

Responsible for original creation and distribution of digital and print communication design in all required formats in support of the Medical Treatment Facility (MTF), National Capital Region (NCR), and Regional-wide products and campaigns. Perform as senior graphic designer and advisor for a multitude of visual communication projects, formats, audiences, and vehicles serving a large world-renowned multi-service Military Medical Center. Create and distribute brochures, posters, banners, display ads, teaching booklets, conference manuals, orientation and welcoming kits, media, special and historical commemorative events, and VIP packets and programs. Research military icons, symbolism, patient accessible medical language, correct military rank, titles, bios of VIPs, etc. ensuring proper designation. Research paper stock, printing techniques, and processes as necessary with each project. Maintain professional level photographic skills, which require the sensitivity to photograph patients and staff while abiding by strict Health information privacy rules and guidelines and acquiring written permission before photographing. Professionally manipulate digital photography for intended outcome (web, print, etc.,) reproducing quality photographs in the highest resolution available. Familiar with the sensitive cultural and political issues present in a newly formed "Joint Service" Military Medical Center and be able to sensitively communicate visually and equitably needs of a multi-service cultural military environment. Incumbent is expected to learn and stay proficient in newest graphic art and photographic equipment and technology.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes working in a health care facility: managing the design and content of a hospital public website; creating and distributing digital and print communication products, such as brochures, posters, banners, booklets, and/or downloadable promotional products; and designing and editing logos and graphics using digital editing programs, such as Adobe Photoshop, Lightroom, Illustrator, Premiere, InDesign, and/or Publisher. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications and MediaMultimedia TechnologiesOral CommunicationWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
