Duties

Be a successful applicant. Watch this 5 minute video to learn how to create a federal resume. Major duties include but are not limited to: Inputs spatial and non-spatial digital data to draft format, field compilation, CAD, or GIS and performs necessary and proper verification and checking procedures to ensure the resultant database is as free as possible from error. Seeks assistance for situations not covered by instructions or guidelines. Plots data to meet users' requirements for various kinds of displays. Also makes plots to check and verify the results of map file construction. Follows established guidelines and instructions to selects plot contents, appropriate scales, suitable colors, shading patterns, line types, fonts and text, and line thickness. Plots legends as instructed. Refers situations not covered by guidelines to the supervisor for resolution. Visits field sites to gather information after explicit instructions from the supervisor, and using accepted field mapping techniques (e.g., Global Navigation Satellite System - GNSS). Refers unusual situations to the supervisor for assistance. Operates, updates, and assists in maintaining GIS software, hardware, and associated peripheral devices. Assists in maintaining GNSS equipment and peripherals. Orders supplies as needed. Maintains GIS files and related databases. Performs backups, purges unnecessary files, and ensures all files are organized and properly distributed for effective and efficient protection, access, and use. Edits components of GIS database to correct errors or modify, delete or add information. Prepares and maintains digital and hard copy versions of data histories (metadata) and data dictionaries that explain and document the nature, contents, and evaluation of information source of the GIS data base. Verifies and/or establishes data site locations through on-site inspections; may carry out literature searches for the purpose of gathering information for data theme development or verification of data accuracy.

Qualifications

All qualifications must be met by the closing date of this announcement-12/16/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-05 grade level, you must possess one of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position is work involving one or more aspects of cartography. Examples of specialized experience include: Compiled information from specified sources; Assembled and sorted material into a complete map; Used Global Navigation Satellite System (GNSS) technology to accomplish field-based mapping and inventory of natural or cultural resources; Used GIS software (e.g., ArcPro) to create new datasets and databases; Utilized image processing software (e.g., ArcGIS, ENVI, ERDAS Imagine) to geo-reference, orthorectify, and/or mosaic photographs; Utilized GIS software (e.g., ArcPro) for spatial analysis and three-dimensional analysis. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a full 4-year course of study leading to a bachelor's degree that included at least 18 semester hours in courses such as cartography, relevant mathematical and statistical sciences, or related sciences (e.g. physical geography or geodesy). Examples of acceptable courses include cartography, astronomy, geodesy, photogrammetry, oceanography, computer science, land surveying, geophysics, remote sensing, algebra, trigonometry, and calculus. Not more than 9 of the 18 semester hours should have been in mathematics or statistics. You must include transcripts. OR- Successful completion of a combination of specialized experience and education as described above which total at least one year. Only education in excess of the first 60 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year of specialized experience. You must include transcripts and hours worked per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior­ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
