Duties

Major Duties Include: Serves as the primary medical media coordinator for the medical center and resource advisor to other VA components using mastery of principle, methods, practices and techniques of using, applying, and adapting video, computer graphics, medical illustration, print media, medical photography, digital photography, electronic imaging, exhibits and displays from highly technical to highly simplified to train or educate a very specific or diverse medical audience. Establishes, directs and amends policies and procedures for Medical Media to ensure Medical Media and its components are consistent with Federal, Agency and Medical Center policies. Directly supervises Medical Media staff, providing technical direction for accomplishing the work of each position. Provides administrative guidance and leadership to Medial Media and within the Office of Strategic Communication and Marketing.. Makes recommendations and changes to improve Medical Media. Methods include management briefings, risk management reports as well as documented internal audits. Develops an annual fiscal plan that will ensure the meeting of the service's mission and objectives. Initiates, monitors, and develops training programs of instruction of medical center staff and patients in the utilization and application of learning resources products, space and equipment to assist in meeting or surpassing overall goals, objectives, and activities of the medical center Work Schedule: Monday - Friday 8am-4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupation Requirement: Education Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR: Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. In Addition to the having the Individual Occupation Requirement above, You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of photography, digital photography, digital imaging, video production, graphic computer systems and networks, instructional design and skill. Communicate to a wide variety of individuals throughout the Medical Center, throughout the VA and from institutions and individuals outside the VA. Responsible for installation, use and maintenance of media related equipment, systems, and technology throughout the medical center. Assigns work to subordinates based on priorities, consideration of the difficulty of work and capabilities of employees ensuring all the work assignments of employees are carried out. Plans, develops, implements, and approves operations and activities of the service and program activities within the medical center. Give advice, counsel, or instructions to employees on work and administrative matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Duties may require lifting and carrying cameras, video equipment, and computer equipment such as monitors and printers. Work may involve activity in moving/lifting cameras and equipment used in media productions. The importance, frequency, and variety of work and deadlines may cause stress and requires after hours or weekend work.
